A country forms an order system. According to the degree of country will, theadministrative center at different level forms the order center of different level. Socialorder is set by the social features and is realized by social control. The joint partbetween provinces is located far from the administrative center, social control of whichis hard, which makes it beyond the order. The social control of the joint part is always atough problem lasting for more than two thousand years since Qin Dynasty. Huaibei islocated in the joint part of Henan, Shandong, Jiangsu, and Anhui provinces, which isbeyond the social order. On the basis of its natural geographical environment, vagrantsappear, as well as vagrant tradition and vagrant culture. These three aspects interact witheach other, which makes vagrant groups form. Social change always brings socialturmoil. In the late Qing Dynasty, the government was incompetent andbureaucratic aristocracy represented by the emperor became the destroyer of the socialorder but not the order protector. The mess of the social order and the interaction of thevagrants groups led to control loss of the social order of Huaibei. As Nian groupsdeveloped, their activities developed into three types. Respectively, they were freeactivity by Nian group; violent rebellious activity against the government by massfarmers represented by Nian group; and group activity between the former and the latteractivities. Many factors made the social order deconstruct, including the governmentincompetentness, geographical marginality, bad natural environment, deficient socialresources and development of Nian group. After the collapse of social order, manyprimate orders began to appear. The Huanbei condition in the late Qing Dynastyrepresented social management problem of the joint part between provinces, whichneeds consideration a lot.
