The report at the18thParty Congress emphasized the important position ofconstruction of ecological civilization, and the major decisions on deepen the reformcomprehensively of Third Plenary Session of the18th Central Committee of theCommunist continued to list“protecting the environment”as one of the five functions ofgovernment, which highlighting the seriousness of pollution problems and the importantvalue of the environmental protection. In my opinion, the increasingly serious waterpollution problem has become the most important and difficult one which in need to paymore attention to solve. It will be very harmful of the quality of people’s lives andphysical health even the survival and development of future generations if the waterpollution problem could not be solved. Therefore we shall see the significance of waterpollution control. In the course of the implementation of water pollution control, theeffect of the government and market which are the main roles of governance have beenclearly reflected, there are also a lot of existing research results about it; while there arevery limited opportunities for the social forces to participate in the pollution prevention,as the result the effect is not that obvious or the related research is very limited.Therefore, the purpose of this dissertation are: on the one hand, to explore the ways forthe public to participate the prevention and control of water pollution highly andeffectively; on the other hand, because of the lack of the systematic studies in publicparticipation of water pollution control, the authors hope to make some contribution intheory by the literature studies in this dissertation. In order to achieve those purposes above and interpret the content of researchbetter, we use various methods to demonstrate it. We get a lot of detailed theoretical andpractical materials through the literature research methods; we absorb and make use ofmulti-disciplinary knowledge through the interdisciplinary research methods; we use theachievement of other related research areas for reference through comparative studymethods and we also increase real sense of analysis and reliability problems throughcase study. There are four chapters except for the introduction part in this dissertation,the water pollution problems were studied systematically and thoroughly from boththeoretical and practical aspects. The first two chapters among them are based ontheoretical research which mainly focuses on the theoretical basis and the necessity ofthe public participation in water pollution control. The paper firstly define the relatedconceptions and the attribute of water pollution control; and then make theinterpretation of theoretical basis which support the public to participate in the waterpollution control; and then combine and analyze the status of water pollution preventionand control; and then summarize and discuss the important value of public participationin water pollution prevention; finally we review and summarize the course of thepublic participation of the water pollution control. We can say that this part is not onlythe system illustration of the theoretical system of public participation in pollutioncontrol, but also theoretical arguments of public participation in water pollution control.The following two chapters are mainly about the practice aspect, we make analysis andresearch on the practical problems we encountered and limiting factors of publicparticipation in water pollution prevention, and propose the countermeasures whichcould solve practical problems and beyond the current limitations from four aspects:management philosophy from the government, the right of public participation, thesystem of public participation and the main part of public participation.The value of this research topic is mainly reflected on the value and the innovationof this research. Research on this topic has important theoretical and practical significance. From the theoretical aspect, it is conducive to complete, enrich andimprove the theoretical content of water pollution control and theory of publicparticipation; and it’s also beneficial to present the framework system of publicparticipation in pollution prevention systematically and theoretically, and it may also bethe reference of other theoretical researchers. From the practical perspective,it can helpthe community to understand and grasp the overall status of water pollution preventionand public participation; it could provide some theoretical guidance for governmentofficials at all levels to promote public participation in water pollution control; it couldalso be the reference of public participation in other areas. Go over the termthoroughly, the innovation of this topic can be concluded in four points: firstly, theinnovation of research perspective. It shows a certain novelty not only in discussing theissue from the perspective of public participation in the water pollution control, but alsofrom the in deepen the public participation from the perspective of water pollutionprevention.Secondly, the innovation of the research methods. It emphasis the dataanalysis and the practical point, pay much attention and make use of multi-disciplinaryknowledge and methods to make comprehensive study of public participation in waterpollution control.Thirdly, the innovation in the research content. Many of the latestanalysis of the existing material enhance the relevance and contemporary issues.Especially on how to solve the water pollution control by public participation raisedsome independent thinking and insights. Fourthly, systematic research. In order toovercome the fragmentation problem of research in this field, we propose holisticsolutions based on the systematic combing and analysis on relative issues andmaterials from the micro aspect to the macro aspect and from the past to the present.
