High risk socio-technical systems are widely distributed in national productions ofeach industry,as well as each link. They also play an irreplaceable important role inthe construction and development of the national economy at the same time.However, the accidents of safety of these works caused by high risk socio-technicalsystems are mostly related to external environment. They do harm to personnel lifesafety and property interests not only in the system, but also outside the system. Thestudy of high risk socio-technical systems index is to improve the level and accuracyof the system risk assessment, and to minimize the economic losses, casualties anddamage to the environment.According to the characteristics of high-risk technology systems, the paperdeveloped an integrated model of high risk socio-technical systems and adetermination method of acceptable risk criteria based on risk index. It also provides amore scientific way to assess high risk socio-technical systems. The paper mainlyformed by the following research results:(1)The paper had a revelation about the risk index given by index theory byanalyzing the risk characteristics of high risk socio-technical systems, coming up withthe request and purpose of the quantitative risk assessment and making an analogywith economic index and risk index, and analyzed the advantages to design of riskindex applied to index theory.(2) The paper identified the high risk socio-technical system risk index modelwith linear weighting method to construct comprehensive evaluation functionmethods, models including mortality risk index, personal injury risk index, economicloss risk index, and environmental and social impact of risk model.(3) The paper invented method for determining the high risk socio-technicalsystem of risk acceptability criteria, named F-I curve.(4) The paper projects extended index of risk index, forming a occurrence stage, occurrence category and accident classification of risk accidents, which are suitablefor multi-dimensional risk assessment model of high risk socio-technical systems.Thepaper also proposes the cross ratio index and chain index of risk index.(5)The paper discusses the strategy of risk control based on high risksocio-technical system.(6)The paper makes an empirical analysis, taking boilers and elevator system asan example. It proves that risk index and acceptable standards are conformed to theactual situation, and they are scientific and practical.
