Study On Rural Informationization Development Mode In Xinjiang

Rural informationization as increase farmers’ income,the efficiency of agriculture and rural economicdevelopment effective means,the construction socialism new rural in China,an important breakthrough forrealizing great-leap-forward development,promoting agriculture and rural economic development is ofgreat significance. Xinjiang as our country less-developed western border ethnic minority regions, need toaccelerating the pace of rural modernization, overall advances the comprehensive and coordinateddevelopment of economy and society. Studying on the rural informationization development mode inXinjiang is a urgent needs to solve major problem of the new rural construction and informationconstruction.This study combined the rural economy development situation in Xinjiang, systematically analysisedthe rural informationization development situation and character, comprehensively evaluated the ruralinformationization regional development, deeply discussed the main problems of rural informationizationdevelopment, analysised the important factors to influence rural informationization development, providedthe basis for scientific choice and adapt to the actual development of rural informationization developmentmodel in Xinjiang.Based on what mentioned above,this paper conducted innovative exploration in the following threeaspects:First, from three aspects to analysis and choice on the rural informationization development mode inXinjiang. One is in the rural informationization resources construction and use mode, Xinjiang should beintegrated with local conditions, around five aspects like effective organization, information resourcesconfiguration, information resources integration, technology integration, sharing take different mode;Secondly, in the rural information service mode, Xinjiang should four ways such as investment,organization, technology, information communication service, adopt the government, enterprises, scientificresearch institutes, farmers many parties are involved and multilateral linkage information service mode.The third, Xinjiang should put forward electronic agriculture, electronic government and electronic serviceall organic unifies in together, and implement the rural infomationization "Three Service Syncretic" mode.Secondly, the paper put forward the support system of rural informationization mode to implement inXinjiang. It covers informationization technology system, information service system, informationizationcapital investment system, informationization talent system, informationization organization system,informationization policy system and informationization risk prevention system.Third, aiming at the rural informationization development situation in Xinjiang, referencing home andabroad to rural informationization development mode and successful experiences, and advanced somecountermeasures for improving the rural informationization development in Xinjiang.This study was the first systematically discussed the rural informationization development mode inXinjiang, research results can promote the rural informationization in xinjiang nice and fast development,quickly realize the goal of based on rural informationization to promote rural modernization, and hasimportant theoretical significance and practical value.
