Research On EU Rural Development Support Policy

As a basic industry for the national economy,agriculture has provided a great deal of capital accumulation for the industry in the early years of its founding in the form of“scissors for industry and agricultural products”.The development of rural areas in China has generally entered a new phase of external integration of urbanization and rural development.“The strong agriculture is not strong,the rural beauty is not beautiful,and the rich or poor farmers are not rich”determines the quality of an overall well-to-do society and the quality of socialist modernization.The party's 19 th National Congress explicitly proposed that the first phase of the task of implementing “rural revitalization” should be:rural rejuvenation.By 2020,significant progress has been made,and the institutional framework and policy system have basically taken shape.Therefore,formulating a rural development policy system with era characteristics has become an important research direction.Based on the development of the EU rural economy,this study first analyzes the reality of EU rural economic development,and highlights the importance and necessity of EU support for rural development;Secondly,it takes time series as the main line and adopts a combination of dynamic and static methods.Three dimensions of policy objectives,policy systems and evolutionary logic make an in-depth study of the EU rural development policy system,and combine the financial support of rural development to assess the effectiveness of the implementation of the EU rural development policy;Then use the case analysis method to select France and the Netherlands.As a typical representative,he studied the occupational cultivation of farmers and the ecological environment improvement measures;finally summed up the experiences and inspirations of the implementation of the EU rural development policy,and based on the implementation of the "rural revitalization" strategy,put forward China's development of rural development policy system of countermeasures.The analysis shows that: First,rural areas occupy an extremely important position in the European Union.EU economic activities and service employment are increasingly concentrated in the service industry,that is,the tertiary industry;EU agricultural support moves towards reducing market intervention,paying attention to the environment and regional balance.The direction of development.Second,the objectives of the EU ruraldevelopment policy are characterized by diversity and multi-levels;the rural development policy system has a phased nature,and rural policies are tilting toward investment in physical assets,improvement of the agricultural environmental climate,and restrictions on the agricultural and forestry environment.Rural reform pays more attention to coordination and coordination,giving equal consideration to fairness and efficiency,and more flexibility.It is committed to achieving sustainable development in rural areas.Third,the support for rural development funds in the European Union continues to increase.The financial development tools for rural development tend to be unified,the sources of rural development funds are diversified,and the distribution of rural development funds is balanced and focused;the EU rural development policy has had a profound impact on rural areas.Fourth,according to the characteristics of the country ' s rural development,the typical member countries have separately formulated a diversification plan that suits the development of the local rural areas;they have learned from the experience of the EU's rural development policy and proposed the following suggestions for the implementation of the “rural revitalization” strategy: improving the rural environment.Lead the green development of the village;Strengthen professional training,promote the construction of talents;Strengthen the support areas,improve public service facilities;Improve agricultural competitiveness,Promote the development of high quality agriculture;Strengthen the creation of policy systems,and innovative implementation of the monitoring mechanism.The innovation of this article is manifested in two aspects.First,this article is based on a combination of dynamic and static analysis.It not only focuses on the analysis and research on the evolution of rural development support policies at different stages of the EU,but also focuses on the characteristics of the EU's typical member countries.Rural development policies provide a comprehensive and systematic analysis of EU rural development policies.Second,based on the implementation of the “rural revitalization”in China,this paper studies EU rural development support policies and,based on the reality of rural development in China,puts forward experiences and strategies for the “ rural revitalization” strategy and helps the implementation of the“rural revitalization”strategy.
