Study On The Development And Countermeasures Of Rural Informationization In Beijing

Rural informationization is a process of boosting the social and economic development in rural areas by using information techniques,which mainly include informationization of rural industry, administration, rural life and rural social resources management.In order to accelerate the construction of rural informationization in Beijing and analyze the development path and countermeasures of rural informationization in Beijing, the author chooses the present status of rural informationization as the main study theme and promotion rural informationization as the main line to carry out study on rural informationization in Beijing. According to the rural informationization in Beijing this paper puts forward policy suggestions for future development, hoping to offer some theoretical foundation and help for relevant policy making.This paper uses positive method to study the current situation and existing problems of rural informationization in Beijing. Questionnaire investigation was conducted in 17 villages of 10 counties of Beijing, and field survey was made in Huangfa village, Shifa village and Liushizhuang village of Yufa town, Daxing district, acquiring the situation of constructing and applying rural informationization, and comparative analysis made.Questionnaires were made to survey main issues, including awareness and possession of the facilities of the information, and also reasonable advice on the future establishment were collected from the local people. 245 out of 300 people replied to the questionnaires which were carried out in 17 villages of 10 counties. Through quantitative and qualitative methods, statistical calculation is made to analyze these questionnaires.From the results collected by questionnaire survey and associated reference, this paper reveals that rural areas in Beijing enjoys unsurpassed advantages over many other cities and areas, Beijing Municipality government attach great importance to rural informationization, which made rural informationization in Beijing achieve fast development, and take a leading role in the overall rural informationization construction nationwide. However, China is still at the initial stage of developing rural informationization. Therefore, there're still some problems that limit local people benefit from rich information resources and techniques, including cost being too high, information service system being necessary to be improved, and people's knowledge and overall quality need to be improved as well.Rural informationization is a comprehensive system, which makes it a long way to go to construct rural informationization.In order to advance the development of informationization extensively and intensively around rural areas in Beijing, this papers puts forward the following suggestions: further reinforce the role of governments to support, supervise and coordinate informationization construction, lower the cost of using information, establish the mechanism to encourage enterprises to invest in rural areas, improve rural information service system and mechanism, strengthen informationization human resources in big towns and villages, enhance rural informationization training in Beijing, and guide farmers to learn various kinds of knowledge to raise their overall quality.
