There are many researches on the value of Forest Ecosystem, but it is still a hot topic, also is a difficulty. From the existing literature, the topic about the evaluation and accounting for the forest value has been investigated by Environmental resource economics research, Forest Economic Research, etc. In terms of theoretical foundation, framework system has obtained the obvious agreement, but there is still large gap on the specific measuring content, measuring method and measuring point. It is mainly because regional actual situation, evaluation of motivation, the basic data of quantification and so on are different, so there are wide differences in the result of quantification and evaluation. According to the existing research, a set of quantification system has not been established which could evaluate the value of forestland occupied forest ecological resources completely and objectively.The value of each forest ecological resources can not be measured accurately, but it makes peoples realize the value and importance of the ecological products beside of the material products. It is important for the innovation research for forest value.This study bases on the fully understanding of the research achievements in this field both at home and abroad, integrated use of technology economics, assets evaluation, forestry and other related disciplines of knowledge, to survey value of forest ecological system correctly as the research objective, use various of research methods, to measure the value loss of forest ecosystems, to evaluate forest ecological recovery efficiency, and get the research conclusions as follows:(1) This study research on the research result of quantification theory and the latest accounting methods in the field of forest ecosystem value quantification, build the quantification framework for the forest ecosystem value loss caused by engineering projects, for the reference of forest ecosystem value loss research.This Forest ecosystem value loss quantification index system including four parts-Economic resource value loss, ecosystem value loss, society resource value loss, and other resource value loss.Each part has different contents.Economic resource value loss including the value loss of Buck, bamboo resources, by-product economic forest resources, forest resources, wildlife resources and famous trees, wild plant resources, resources, ecosystem value loss including the value loss of water conservation, soil, solid carbon release oxygen, purify air, biological diversity and ecological tourism value, society resource value loss including create jobs and improve the investment environment, disaster reduction, disaster prevention, ecological culture, and national defense security, and other resource value loss is about the extra fees which spent on the resettlement cost for forestland occupation and forest ecosystem recovery.(2) Forest ecosystem got to lose when the forestland had been occupied by the engineering projects, so to recovery forest ecosystem value, the forest ecosystem should be recovered according to the basic rules and main technical methods of ecosystem recovery. This job need significant investment. To track the effect, a reasonable and feasible index evaluation system need to be established. This article is mainly to the engineering projects of forest ecological restore the general process of design, design the main aspects of the general forest ecological recovery benefit evaluation, in order to construct the forest net losses evaluation model, build the engineering projects appropriation of land value loss and similar forest ecological recovery performance quantification index system of evaluation index to mention, provide the basis for later evaluation.(3) According to the value loss quantification of forestland occupied in engineering projects index system, recovery efficiency index system and the cost of engineering projects to build the evaluation model for net value loss index in engineering projects.(4) Apply forest ecosystem value loss quantification index system to the construction of Fujian Province, Sanmingyongwu Expressway, quantify the value loss amount of the related forest ecological system scientifically and accurately. The amount of the forest ecological system value loss is RMB365.0221million, among it, economic resource value loss is5.6619million, ecosystem value loss is RMB365.0221million, society resource value loss is RMB227.297million, and other resource value loss is RMB148.478million. In the order of highest to lowest, it is ecosystem value loss, society resource value loss, other resource value loss and economic resource value loss.After afforestation activities, is the region ecology resources obtained must be restored, the calculation value of forest ecosystem recovery benefits amounted to150.5941million yuan. The economic value of1.4153million yuan; Ecological benefit value of140.9816million yuan; Social value is7.1949million yuan; Other benefit value of1.0023million yuan. Sorting order from more to less for the ecological benefits, social benefits, economic benefits and other benefits.After calculation, the net value loss of forest ecosystem is254.0574million yuan. The net value loss of economic resources is4.2466million yuan; the net value loss of ecological resources is224.0405million yuan; the net value loss of social resources is11.9249million yuan; the net value loss of other resources is13.8454million yuan.
