The top priority in the wake of any natural disaster is the massive works to restorepeople’s lives and the community’s order of production. However, the restoration ofinfrastructure wretched by major natural disasters could hardly fall back solely on governmentinvestment. Especially in times of global economic turmoil, a total reliance on governmentinvestment usually proves impractical. Therefore, the thesis, based on relevant studies,proposes a PPP investment and funding model for post-disaster restoration works.Put against the background of the restoration works after the Wenchuan Earthquake andbased on a combination of a theoretical analysis of the PPP model and the situationalcircumstances of the restoration after the Wenchuan Earthquake,the thesis calls for anapplication of the model. It further discusses the necessity and feasibility of applying the PPPmodel to post-disaster restoration, systematically analyzes various constraining factors for themodel to work successfully, and thus provides a guideline for its real-world application.In the mean time, to evaluate the efficacy of the application of PPP to post-disasterrestoration, the thesis puts in place a system of layered evaluation indicators in seven aspects,compares the suitability of the model to different post-disaster restoration works with that ofother investment and funding models, and thus reveals the scope of suitability and advantagesof the PPP model as compared to other models.In the final analysis, the thesis cites two post-disaster restoration cases that adopteddifferent investment and funding models and that the author has personally involved in topresent a systematic analysis of the model’s efficacy, confirms the validity of theabove-mentioned theory and thus provides references and bases for the application of thedecision-making relevant to the model in similar scenarios.
