On Ways Of Low-carbon Economic Development From The Scientific Development Perspective

ABSTRACT:In the background of economic globalization, the rapid economy development has resulted in the large-scale use of fossil fuel, the global climate wanning, environmental degradation, which directly threat to human surviving. Therefore, people began to suspicious the traditional high contamination and high consumption development mode. In such cases, the new economic development model with low energy consumption, low emission pollution is on the scene. For China, its energy structure, technology standard cannot change the present situation easily. So the low carbon economic development modes bring new challenges to China. Taking Henan province as an example, this paper adopts the method of literature review and empirical analyses. Under the scientific development perspective, it analyzes the opportunities and challenges faced by China's low carbon economy development, puts up the quality review system of low carbon economy development and gives strategy from the angles of adjusting industry structure, developing circular economy, technology creation, low carbon life, low carbon city and completing laws and rules.
