Research On The Institution And Operation Mechanism Of Agricultural Statistics

With the increasing demand for agricultural statistical data of the government and publicity, theexisting legislation/governance and operation process of agricultural statistics manifests more and moreapparent hysteresis quality and inelasticity, which are conspicuous in these regards: the agriculturalstatistics can’t reflect the developments of rural economy; the timeliness and quality of agriculturalstatistical data no longer provide effective foundation for science decision; the agricultural statisticaldata no longer meets the multi-level demand. In order to enhance the statistical service level andfacilitate the disclosure of statistical information, we should launch an innovation on thelegislation/governance and operation process of our national agricultural statistics according to theinstitutional economic theory and method.This paper first explores the basic theories of the legislation/governance and operation process ofagricultural statistics, discovers relevant definition and concept summarizes the basic features, and thenproposes the principles and objectives of the legislation/governance and operation process ofagricultural statistics. From a horizontal perspective, it exemplifies four prominent principles andobjectives of the legislation and governance of international agricultural statistics, compares thestrengths and weaknesses of the representative legislation/governance and operation process of theagricultural statistics from developed countries, and points out the commonness and the futuredevelopment of international agricultural statistical system. From a vertical perspective, it gives ageneral description of the present framework and evolution of China’s agriculture statistical legislationand governance, and poses some existing problems, such as the ambiguous and overlappedresponsibility distribution, lack of authority and independence, and incomplete statistics supervision andregulatory. Secondly, it takes advantage of the asymmetric information game theory to analyze theinstitutional factors constraining the development of China’s agricultural statistics. By means ofconstructing multi-stage game model of the statistical products and its services, this paper furtheranalyzes the asymmetric information game process in the light of information collection, data report,local intervention, and product operation，demonstrates institutional orientation of national agriculturestatistical legislation/governance and operation process, and puts forward the idea that clarifyingresponsibility and establishing incentive mechanism is an efficient measure to enhance statistical servicelevel.On this basis, this paper puts forward a new framework of agricultural statistical system. Learningfrom the experience of foreign institution, and rooting in China’s real situation, it’s the time to makeinnovation on the framework of agriculture statistical legislation/governance and operation process, to develop organization installment, to improve statistical service, and to establish gradually the newagriculture statistical legislation/governance and operation process.
