Since the reform and opening up, our country had already made a big effort in the transformation of economic development strategy and the change of dual economic structure. However, urban-rural disparity has been still widening with the fact that the rural economy, social development is still the serious lag. Coordinating urban and rural development and changing the dual economic structure are the key objectives in the middle stage of industrialization and the first two decades of the new century and the basic requirement to promote the transformation of economic development pattern.The main objective of the paper is in the context of urban and rural development to analyze the interrelationship between China’s rural labor transfer and system, policy and the development and changes of economic and social conditions, identifing the main factors, which affects the scale and manner of rural labor transfer. It also focuses on the new characteristics and off-site transfer wishes of rural labor transfer in the new era, which provides empirical research for policy options of China’s urban and rural harmonious and economic development from the perspective of labor transfer and further explores the way to expand labor’s employment opportunities.The full text’s overall research ideas:First, systematically combing the classical theory of rural labor transfer at home and abroad under the urban and rural harmonious development, classifying and summarizing the research results of rural labor transfer and laying the theoretical foundation for the later further discussion of rural labor transfer under urban and rural harmonious development. Since China’s rural labor transfer is a microcosm of China’s rural and social development and has apparent stage characteristics, this paper summarizes the historical process and present condition analysis since the founding of China’s rural labor force transfer in different stages to reveal the characteristics of the new era of China’s rural labor force transfer.Second, from the point of view of theoretical studies, the new economic migration theory suggests that individual migration decisions are often a great relationship with the family. Migration decision is a joint decision made by family members. Migration motivation is not only from income gap between urban and rural, but also from personal or family factors. Based on this, the paper analyzes the influential factors of inter-provincial transfer wishes of rural labor force, selects typical representative provinces of the east, central and western to conduct questionnaire survey of the farmers, uses the Logit regression model to fit the data obtained by the survey and makes empirical analysis of rural labor force’ transfer willingness. Third, from the practical point of view, the transfer of rural labor force in China is a gradual, phased transfer. Its transfer mode includes two aspects:one is local transfer, the second is off-site transfer. On this basis, this paper analyzes the transfer mode and ways of rural surplus labor force, which mainly includes the intensive management of agriculture, rural household diversified management, the development of township enterprises and other aspects of effect to urban and rural areas transfer of China’s rural labor force, thus providing the objective basis and realistic basis for China’s rural labor force transfer.Fourth, the paper makes the empirical analysis on income growth effect of rural labor force transfer to the farmers’income, which illustrates the importance of transferring the rural surplus labor force. This part analyzes the changes in the structure of the sources of farmers’income from the perspective of the rural per capita net income sources structure, from all angles proves wage income occupied an increasingly important position in the per capita net income of farmers., which can show that farmers engaged in nonagricultural industries is a long-term mechanism to improve farmers’income.Then using a linear regression model to make empirical analysis of the relationship between the surplus labor in agriculture and farmers’income.Fifth, the paper analyses the main problems existed in the current transfer of rural surplus labor force, including the workers’quality and market demand are incompatible; the constraints of the dual urban-rural system; the rural social security system is imperfect; social capacity to absorb rural labor force is limited and so on four aspects.Finally, based on the full text of conclusion, this study suggests the appropriate policy recommendations:improving the quality of rural labor force; promoting the innovation system of rural labor force transfer; establishing the social security system linking up urban and rural; enhancing the ability to digest and absorb rural surplus labor force and so on. The conclusion of this study will help provide decision basis for our government to develop a more rational labor resource utilization policies. From the viewpoint of future development, the decision demand is not whether rural labor should be allowed to move about,but how the redistribution process of rural labor can be made smooth and orderly, thereby fully utilizing the labor resources to achieve sustained economic growth target.
