A Study On The Integration Of Urban And Rural Labor Markets: Based On The Thoery Of The Coordination Of Urban And Rural Development

The third plenary session of the seventeenth central committee proposed that urban and rural development must be in accordance with the requirements of the integration of urban and rural socio-economic development pattern, which is the strategic policy made by the China Central Committee based on the correct understanding of the new trend of economic and social development in the new stage. It is of great strategic significance for the promotion of the sustained, rapid, healthy and coordinated development of urban and rural economy and society.The integration of urban and rural labor markets is an important part of the coordinated development of the urban and rural. The integration of the urban and rural is the ultimate goal of the coordinated development of urban and rural labor markets. The integration of the urban and rural labor markets must be done step by step. This article, through the introduction to the gap between the current situation and the goal in the urban and rural labor markets, lays an emphasis on the analysis of the system barriers and the objective factors affecting the integration of urban and rural labor markets, and proposes that the construction of the integrated urban and rural labor markets should be made as a breakthrough in the integration of the urban and rural labor markets. Finally, it proposes the six policy options in order to build a unified labor market between urban and rural (mainly in Hubei Province):adhering to the principle of non-discrimination, deepening the reform of household registration system, deepening the social security system reform, coordinating urban and rural education and training, reforming the rural land system, coordinating urban and rural industries layout and industrial development.This article is divided into five chapters. The first chapter is the introduction, the second is the integration of urban and rural labor markets and the relationship between urban and rural development. And the third is the actual state of the integration of the urban and rural of labor markets in Hubei province, the fourth chapter is the obstacles and breakthrough. The last is the policy choices of the construction of a unified labor market.
