The Institutional Arrangements Research On Urban-Rural Public Resources Optimal Allocation

The relationship between urban and rural is the major theoretical and practical question which every country around the world must face, our country had long-term been affected by dual structure of urban and rural, the rural basic conditions are still the serious lag, the reality contradictions between urban and rural public resource allocation have objective existence, and the existence of these phenomena in the final is the development of institutional problems. In the new century, our country pays more attention to the adjustment of dual structure, and focus on institutional arrangements, in particular, change the urban-rural institutional arrangements form division to coordination. Taking urban and rural as a whole, the public resources have been unified allocation and rational distribution, and our country pays more attention to rural areas and farms interests. Thus, coordinating urban-rural development has been the basic requirement of Overall Well-off Society, the only way to achieve the modernization of agriculture and an important part of building the harmonious society.This paper based on the Dual Structure Theory, Regional Economic Integration Theory, Theory of Resources Allocation in Neoinstitutional economics, Public Choice Theory, Institutional Change Theory and Theory of Welfare Economics, synthetically combination uses the methods including theoretical research and empirical research, qualitative analysis and quantitative analysis, system analysis and functional structure analysis, textual description and chart illustration to study the evolution of urban and rural public resources configured institutions, and build a institutional analysis frameworks of urban and rural public resources optimal allocation, then conduct the institutional designs of urban and rural public resources optimize allocation, in order to ensure institutional changes according to the predetermined trajectory smoothly.The main content of this paper is as follows:①this paper studies on the basis of historical evolution between urban and rural areas relationship in our country, depth analysis institutional supplies of every stages in the different periods to show the different institutional characteristics, sum up the institutional feature and demand of urban-rural public resource allocation.②this paper builds a institutional analysis frameworks of urban and rural public resources optimal allocation, uses the dynamic game of every groups, in order to get the approach and achieve path of institutional changes in urban-rural public resources optimal allocation.③takes Ili Prefecture as an example, through investigation data and quantitative analysis, empirical analysis the urban-rural public resources optimal allocation, the concludes is that the institutional arrangements of urban-rural public resources allocation in Hi Prefecture experienced a process of development form uncoordinated to coordinate, and proves that in this process imposed institutional changes is very important.④based on these, references the research of domestic&foreign experience, this paper designs the institutions of public resources optimal allocation under the institutional arrangements of urban-rural coordination development, gradually forms a virtuous cycle, which is institutional design-institutional supply-institutional reform... institutional change, to ensure the institutional changes of urban-rural public resources optimal allocation in Ili Prefecture toward the urban-rural coordination and sustainable development.
