Research On The Function Of Land Policy To The Shift Of The Mode Of Economic Development

This dissertation is written from the view of industrial economics and use the methods of integrated theory and empirical research and it focuses on how to reform the land policy which can not only adapts to the needs of the shift of the current mode on economic development, but also continues to promote the shift of the mode on the economic development. The method of abstract thinking, the system analysis, empirical research, combined of qualitative and quantitative analysis and others are used in the thesis. By the vertical comparison that the impact of land policy on different historical stages to the economic development and the horizontal comparison that the impact of the land policy in different Land System to economic development, the dissertation on the basis of summing up and combining the reality of the economic and social development to explore route, pattern and depth of impact of policy to the economic development especially to the shift of the mode on the economic development under the current Land System, besides, it offers us some policy recommendations and measures to promote the shift of mode on economic development. The theory which the thesis based on mainly including the basic economic theory from the economists such as Adam Smith, David Ricardo, Francois Quesnay, John Keynes and the theory of the economic policy offered by Jane Tinbergen, Robert Mundell, etc. The characteristics and innovations of this paper are mainly reflected in the following three aspects:The first is the systematical research of land policy and the shift of the mode of the economic development and provides a totally fresh research perspective and gains some new theoretical view. The important role of the land policy in the economic development and the shift of the mode have reached the consensus. The function of the land policy to the economic development has become one of the hotspots and focus issue which all fields from the society are trying their best to research on. The more they are hotspots and focus issues, the more we should calm down to strengthen the basic research and make the systematic analysis to seek the fundamental regulation. Based on this, this dissertation made a systematic analysis on the changes of the land policy to seek the history of the development of land policy; Takes an empirical analysis systematically on thee land policy adopted by western countries when they entered the capitalist society, especially the period of the transformation of economy to seek the basic regulation. This dissertation from the perspective of industrial economics, make an systematic analysis on the effect of land policy to economic development and relationship between all aspects of land policy and various elements of the shift of the mode of economic development then obtains the conclusion that land policy played an important role in the shift of the economic development and the shift of the mode, thus confirms that land policy has a significant impact on the economic and social development; meantime, with the premise of socialist public ownership of land, the dissertation proves the relationship between the land policy and shift of the mode of economic development and excavates the factor that land policy promotes the shift of the mode of economic development by researching the core issue and the way and proceed which effects the development of land policy, then describes the role and mechanism.The second is the deep analysis and research on the issues of land policy of current economic development and the shift of its pattern, then a series of research findings and strategies operable and basic framework come out. This dissertation is inclined to empirical analysis and sums up the course of the development of land policy in Chinese history and based on the history of land policy at all times and in all lands, the context summarizes the western countries’experience that they take guidance and control to land policy to adapt to the economic development during their period of economic transformations. Through the empirical analysis of historical experience and the current specific policies, some regularity are acquainted, meantime, by using the cases to summarize and lessons from the reality, it lays foundation to find a more mature and comprehensive path and method to solve the problems.This dissertation emphasizes on not only the theoretical analysis but also the empirical analysis and it does the deep analysis around some common issues such as the difficulties on executing the various land policy and the urgent need of the reform on land policy in the proceed of industry restructuring and urbanization. Starting from the theoretical analysis of land policy, it tries to seek the regularity of the impact of land policy to the shift of the mode of development then it turns to the social practice to analyze the hotspot issues and difficult problems relevant to land policy. Based on the analysis of the problems on the current and future land resource, industrial safety, grain safety and the imperfection of the current land policy, the dissertation analyzes the land policy practically and theoretically and then proposes the pattern of reform. Thus the key of the land policy promotes the shift of the mode of economic development is as following:establish the policy of sustainable utilization of land resource, optimize constantly the policy to adjust to the industrial structure, ensure the land policy on agriculture to adjust to the agricultural development, make sure of the land policy on scientific urbanization and make the land policy can to be propitious to the healthy development of the estate enterprise. This dissertation takes an empirical analysis on land policy and the shift of mode of economic development taking Qingdao City and Shandong province as an example, besides it offers the method and framework after the analysis on how to make innovations on land policy which can severs for the Shandong province and Qingdao economic zone to promote the urban and regional development on economy.The third is that a number of ingenious achievements are formed by using the method of qualitative and quantitative analysis and micro and macro analysis. Land policy contains issues that not only are macro but also micro and a lot of social practice and survey are taken in the process of research. Through the a combination of macro and micro analysis and the quantitive analysis based on a large number of micro analysis and material the macro conclusion and view that the land policy promotes the shift of the mode of the economic development is offered. During the process of research and analysis, a large number of basic data and information is adopted, most of which is the first-hand material from the author’s work and the other is from the official website, governmental documents and normal works. The basic material in the dissertation is the wrap-up analysis of the relevant data and information from the social and economic development in recent years and some of the arguments are the achievement after years of practice and they are ingenious.
