The Research Of Constrution Land Support Capability Based On The Transformation Of Economic Development Mode

Construction land is the basic guarantee of socio-economic development for a nation,and that is not only reflected in the material and space support,but also involved in harmony of the society and sustainable development of economy.Since the 1990s,the relatively low-end industrial structure in industrialization progresses has caused the excessive loss of farmland conversion.In addition,the start of urbanization process has brought the convergence of demographic and other factors toward towns,which resulted in the rapid expansion of land for residence,infrastructure,etc.and the increasingly urgent confliction between the supply and demand of construction land.In the next 20 years at least,the rapid development of economy and society would bring great pressure on land resources.Therefore,constantly improving the support capability of the land resource for development,safety and livelihood is the major strategic target of land resource management in the current and future period,and one of the most important aspects is improving the support ability of construction land.Based on holding cultivated land red line,the research on the support capacity of construction land to improve the transformation of economic development mode has the important practical and theoretical significance for the change from factor/investment-driving to innovation-driving and the favoring progress of industrialization and urbanization.In this paper,the analytical framework of support and restricting functions of construction land for economic development was set up from theoretical deduction that economic development was guaranteed by land resources.The correlation between economic development and construction land and the development law of construction land support capability were used to qualitatively and quantitatively analyze the support and control mechanism of construction land to economic construction,measure the level of construction land support capability,and explore ways to optimize construction land support capacity.Thereby,the results proposed the methods to protect the cultivated land and other land resources,frugally and intensively use the construction land,and protect the successful transformation of economic development mode.The main contents are as follows.First,this study introduced the core concepts,economic development mode and construction land support capability.The understanding of those basic concepts were proposed.Since the theory of construction land support capability was the result of the theoretical system of related disciplines in the use of land for construction of mutual integration,the related theories of resource security and economic development in classical economics,modern economic growth theory,growth limit theory and system economics were reviewed.Enough land resource could support the economic development,while insufficient land resource would restrict the economic development.The interaction and coexistence between those two states in economic development were reflect on the conflicting and adaptation relationship between land resource and economic development.Second,based on the review of the theories,the support and restricting role of construction land in china economic development at current stage were discussed.The clear understanding about the protection of china construction land was proposed by analyzing the connection between the use of construction land and the economic and social development and evaluating the support and restricting role of construction land in economic development.The support of construction land to economic development was measured by C-D production function and contribution rate of factor investment in economic development.It was found that the developments of secondary and tertiary industries in eastern,central and western areas are heavily dependent on the investment in construction land.The economic development of central China is particularly sensitive to the land factor,but the output elasticity of construction land is gradually reduced along with the economic development.Contribution to the economic development of construction land in the central region the highest,indicating investment and intensive degree of construction land units is gradually increasing with economic development,and the contribution rate of land element is increased accordingly.The reason for the low contribution rate of the of land elements in eastern area probably due to the region's economy being more developed and scarcity of land is reflected first.So during the further economic development of economy,the function of land element is replaced by capital and labor elements,and the contribution of land element is gradually reduced.Beside the support function,the restricting function of construction land for economic development also existed.The restricting factors were classified into endogenous type and exogenous type.The contradiction between the limited land supply and economic development need and that between increased need and low efficient use of construction land were the most prominent contradictions.The deficient of construction land would induce food crisis and ecological security,other than restricting economic development.Therefore,the bottom line of land resource supporting the development was protecting cultivated land and survival,but the core of that was supporting production and live.Improving support ability of construction land was the only way to fundamentally solve the problem of protecting cultivated land and supporting development.Third,on the basis of clear defining the connotations of construction land support capacity and influencing factor,the measure system and classing stand of construction land were constructed.The evaluation system for construction land support capacity was created by stage of development,supply and demand of construction land,level of construction land marketization and collocation of construction land.Jiangsu province was analyzed as evidence.The results showed that the overall level of construction land support capacity was low and decreased from south to north,and most results of a comprehensive measure were from 0.4 to 0.6.Although the contradiction between supply and demand of construction land in south of Jiangsu was most intense,the positive effects brought about by the economic and social development ease the pressure in some level.The results illustrated the target of construction land support capacity is to support the "transformation of development" rather than the "the growth in demand".Therefore,timely and correctly guiding the direction of the construction land utilize during the process of economic and social development can ensure the healthy and orderly development of economy and society.Fourth,to improve the ability of construction land support,the reasonable needs should be controlled,but increasing effective supply and arrangement of land for construction were the more effective methods.Through the evidence of Jiangsu,it was found that construction land support ability could be improved by exploring the potential of rural residential land consolidation and increasing the utilization efficiency of urban construction land was increased,which were achieved through replacement,fixed assets and technology.Together with the mechanism of construction land restricting economic development,policy recommendations about the efficient supply and arrangement of construction land were proposed based on property policy,Market construction,change governance structure and perfecting legal system.
