With the growing social awareness of environmental protection as well as thethriving of China’s coal industry, it’s especially important for coal enterprises toimplement “industries feed back ecology” policy and to carry out resourceconservation, cleaner production and environmental governance. Currently, some ofChina’s large-scale coal enterprises have constructed ecological mining areas anddeveloped recycling economy.Certain environmental benefits are broughtabout.However, as far as coal enterprises concerned, it will seriously hamper theconstruction of ecological mining areas if environmental costs compensation andenvironmental benefits value can’t smoothly realize.Therefore, it is necessary to studyon the environmental costs and benefits in the period of ecological mining areasconstruction. Empirical research is combined with normative research, so asqualitative research and quantitative research. Remote sensing and geographicinformation system (3S), and ant colony optimization algorithm are combined withtechnical methods of economics and accounting to solve the current problems of theenvironmental costs and benefits of ecological mining areas by this paper.The resultsof this study are as follows:(1)The feasibility and necessity of the construction of ecological mining areasisanalyzed respectively from the two levels of theoretical and empirical.In themeanwhile, entropy production model of thermodynamics is introduced to explain thenecessity of carring out policy of sustainable development and constructing ecologicalmining areas for coal mining enterprises.(2)Theory of ecological mining areas life cycle is preliminary proposed and thedriving forces of the environmental costs and benefits of ecological mining ares in theperiod of construction are analysised on this basis. Life cycle regularities ofecological mining are systematically expounded.The paper also scientificly dividesvarious stages of the ecological mining areas life cycle. Meanwhile, the paperconnects the reproduction of Marx theory with the constrution of ecological miningareas to analyze the forces of the environmental costs and benefits.conclusions isobtained: the driving forces of the environmental costs and benefits of ecologicalmining ares are coal mining and environmental inputs respectively.(3)Measurement model of environmental costs for ecological mining areas is builtand the model is applied to a specific mining area.In the measurement process ofenvironmental costs, the paper adopts technology and methods related to measure coal reasouce consumption costs, environmental damage costs, green input costs as well asenvironmental security costs of ecological mining areas.The measurement results is asfollows: The environmental costs of mining area selected amounts to167,146,000million yuan, and unit environmental costs is43.99yuan per ton of coal.(4)Evaluate the environmental benefits of the ecological mining areas by using antcolony optimization algorithm.Ant colony optimization algorithm which can solvecomplex nonlinear optimization problem better is selected to scientifically evaluatethe environmental benefits of the ecological mining areas based on the comparison ofthe existing common evaluation methods.The result of the evaluation is as follows:The environmental benefits grade of selected mining area before ecologicalconstuction is grade II(bad-level)in2010,and it’s grade III(good-leveel) after10yearsof ecological constuction in2010.(5)Relevant policies recommendations are put forwards according to the resultsof game analysis of environmental costs and benefits compensation protection andregulation mechanisms.Ecological mining areas are expected to be popular in the coalenterprises.
