Research On Core Competitive Force And Comprehensive Evaluation Of Small Towns

These days, our country is under the circumstances of promoting comprehensively new type of industrialization、healthy urbanization and accelerating the construction of the new socialist countryside.But in our country, the construction and development of small towns face confusion of industrial layout、disordered development、lower Agglomeration benefits、shortage of Infrastructure、inconsistent public service facilities、deterioration of the ecological environment and so on. For these issues, this thesis studies and analyses research situation、core competitive force and evaluation method of the development of small towns at home and abroad, poses further the connotation of core competitive force of small towns, discusses the scientific method and theindex system of evaluating the core competitive force of small towns, establishes its evaluation model and different types of evaluation systems, which offer the reference and decision-making support for the choice of leading industry and scientific development of the small towns.This dissertation lucubrates related theory on the core competitive force、the connotation of core competitive force of small towns and the choice of its evaluation methods, and based on those, researches and establishes comprehensive evaluation system of core competitive force of small towns, and puts forward that indicators of the core competitive force of small towns are reduced by introducing fuzzy comprehensive evaluation based on Rough Set Theory.In conclusion, the strategies aiming at raising the core competitive force are proposed.The main contents of dissertation are as follows:(1) This dissertation systematically expounds the correlation theory on the core competitive force,and principal component analysis、fuzzy comprehensive evaluation、multistage dynamic fuzzy evaluation、etc, which are applied commonly for researching the core competitive force.(2) Based on the analysis of the concept on small towns、competition content on small towns、competitors and competitive levels, the definition、connotation and features of Core Competitive Force of small towns are discussed and defined. Some correlative concepts are distinguished, such as:core resources of small towns, the competitiveness of small towns, comprehensive actual strength and so forth.(3) The paper analyses and explains constitution and formative path of the core competitive force of small towns, distinguishes its hierarchy, subsequently sums up three basic elements; fundamental element developmental element and auxiliary element, and nine main indicators:cultural driving force、infrastructure power、regional- advantage power、creative ability of science and technology、environmental resources power、human capital power、industrial power、leading enterprises’ competitiveness、governmental management ability,which are necessary to evaluate the core competitive force of small towns. On these bases, the nine factors are classified further as 31 second-class indicators and 84 third-class indicators. Identification steps、evaluation principles and the establishment procedures of evaluation index system on Core Competitive Force of small towns are indicated clearly, establishment procedures of evaluation index system and evaluation Indicator table on it are set up ultimately.(4) On the basis of the traditional evaluation, the dissertation presents the evaluation method on the core competitiveness of small towns—fuzzy comprehensive evaluation based on rough set theory. According to the complexity and information uncertainty of evaluation index system of core competitive force of small towns, fuzzy comprehensive evaluation based on rough set theory is put forward, which makes full use of the advantage of Rough Set Theory and Fuzzy Mathematics in the process of dealing with uncertain information, and determines the weight coefficient of the evaluation indicators by attributive reduction based on attributive importance, and effectively overcomes defect that the weight is determined subjectively in the existing evaluation methods. It possesses the good feasibility in practice.(5) In terms of different types of small towns, in the paper, we set up separately different evaluation index systems for Core Competitive Force of small towns, which mainly include:regional advantages industrial、circulative、resource-based, etc.(6) In order to improve the core competitive force of small towns, in the end of paper, based on its element characteristics, the following strategies are proposed:to construct and agglomerate leading industries of small towns, to cultivate leading enterprises of small towns, to improve governmental management ability of small towns, to protect the environment of small towns, to increase the power of human capital, to raise the scientific and technological innovation capability, to enhance the cultural driving force, etc.
