With the increasingly fierce global competition, the rapid development of science technology, and change of customer’s requirements, the dynamic complexity is the new feature of the environment for the organization. The dynamic complexity of organization environment which is profoundly changing various types of social organizations has brought new challenges and requirements for survival and development of various social organizations. In order to suit the changing environment and demands, it is an inevitable choice to make strategic change for social organizations to seek survival and development. However, the strategic change is a double-edged swords, it can bring vitality to the organization, and may become a catalyst to accelerate the death of organizations. Therefore, it is the important project attended by organizational strategic change theory and practice that how to improve the effectiveness of strategic change to ensure the strategic change process orderly.With regard to above problem, based on the past studies, this paper discusses and analyzes the internal mechanism of organizational strategic change process, then gives the management strategy that includes the following four main areas:(1) To give the analytic framework of organizational strategic change process based on the principle of order parameterIt is an attempt to analyze changes in the mechanism of organizational strategic change process by applying the principle of order parameter, so it is necessary to build an analytical framework to instruct study in this paper. Considering the above, firstly, this part discusses the applicability of the principle of order parameter used in organizational strategic change process, and the result is that organizational strategic change process accords with conditions and requirements arising from order parameter; and on this basis, it systematically analyzes the various elements’synergetic change relationship in organizational system during strategic change process; then organizational strategic change process is divided into strategic choice, resource adjustment and cultural synergy, the three stages by the various elements’synergetic change relationship. Therefore, the theoretical framework system of organizational strategic change process utilizing the principle of order parameter is made up of studying and analyzing the synergetic change mechanism in these three stages, identifing the order parameter of the various stages and giving the appropriate management strategy(2)To study and analyze synergetic functional mechanism in various stages of strategic change processUnder instruction of the analytical framework, aiming at strategic choice, resource adjustment and culture synergy, this paper systematically analyzes synergistic change relationship and functional mechanism among them. In the stage of strategic choice, it explores systematically the direct and indirect synergetic functional mechanism between strategy and environment, and points out the core or key is the strategy change; In the stage of resources adjustment, it explores systematically the internal and external synergetic functional mechanism between structure and resources, and points out that the interaction of structure and resources is the core or key; In the stage of culture synergy, it explores systematically the synergetic functional mechanism among culture and strategy, people and culture and policy, inter-process, and points out that the cultural change is the core and key.(3) To research and identify order parameters which lead all stages of the changes in organizational strategyIt proposes the process model at each stage on the basis of analyzing synergetic mechanism. The order parameter leading each stage is identified by analyzing process model at each stage. In the stage of strategic choice, the strategic thinking is in line with conditions and requirements of the order parameter; In the stage of resources adjustment, The difference between order parameter of existing resources and order parameter of target resources is to lead order parameter of resource adjustment.And in the stage of culture synergy, The difference between the order parameter of existing culture and the order parameter of strategy culture leads the stage.(4)Based on the perspective of order parameter, management tactics at each stage are given in the process of organizational strategic changeAfter identifing each stage’s order parameter, corresponding management tactics are given based on the the different characteristics of the order parameter at each stage, then, the theory and method given by the paper are verified through example. In the stage of strategic choice, the paper gives the identification methods of order parameter based on an analysis of GPEM theme, and gives the tactics choice of strategy based on the identify of order parameter. Then, the methods and the management strategies are proved to be effective by using example; In the stage of resources adjustment, it gives the principles to adjust resources based on order parameter, and gives the adjustment methods and tactics based on the match of people and positions according to the central role of strategic change which is human resources.Then, the methods and tactics are proved to be effective by the example of human resources adjustment in SL company; In the stage of culture synergy, the paper identifies both kinds of variables which impact the order parameter’s formation. Then it analyzes the changes and relationships of the two types of variables by the thought of organizational potential and gives the corresponding management tactics. And the proposed theory and the effectiveness of the strategy are verified through analyzing two of the change projects in PCI.The paper not only enriches and develops the organizational strategic change theory, but also provides an effective theoretical tool to research and analyze organizational strategic change process. What’s more, it plays an important role to grasp the dominant factor of strategic change process and ensure the effectiveness of changes in organizational strategy. Also, it has an important guiding significance to practice organizational strategic change.
