Theory horizon has not made much progress in the study of strategic learning at present, nor established a complete theoretical system on the study of strategic change, let alone the deep study on the relationship between them. The shortcoming of theoretical study leads directly to the arbitrariness of strategic learning and the blindness of strategic change for enterprises in practice. For promoting the study on the theories of strategic change and strategic learning in theory horizon, especially for raising the countermeasures to promote the realization of strategic change in enterprises from the relationship between them, so as to let enterprises make effective strategic learning, further improve their strategic change capacity and provide practical resolutions to promote the sustainable development of enterprises, this dissertation makes a series of study work on the enterprise strategic change from a strategic learning perspective with literature study method, questionnaire investigation method as well as statistical analysis method, and achieves the study results as follows:Firstly, this dissertation redefines the concepts of strategic learning, enterprise strategy and enterprise strategic change on the basis of arranging and analyzing previous study perspective, and analyzes systematically the features of strategic learning and enterprise strategic change, especially indicates that the essence of strategic learning is strategic change.Secondly, this dissertation raises the mechanism model of general system. On the basis of it, the dissertation establishes the mechanism model of enterprise strategic change-oriented strategic learning system, makes detailed explanation of the model and points out that strategic change is the core vision of the model.Thirdly, this dissertation establishes enterprise strategic change oriented strategic learning index group, including enterprise strategic learning system environment index system, enterprise strategic learning system component & mechanism index system as well as enterprise strategic learning system vision index system, and reflects the basic internal meaning of the mechanism model of enterprise strategic change-oriented strategic learning system. Fourthly, this dissertation makes statistical analysis of the relationships among the index groups in the mechanism model of enterprise strategic learning system with factor analysis, correlation analysis and variance analysis. According to the results of statistical analysis, the dissertation raises the outside environment countermeasures of enterprise strategic learning system, the inside environment countermeasures of enterprise strategic learning system and the enterprise strategic learning process countermeasures for promoting the realization of strategic change; explains the relationship between the surrounding vision and the core vision of strategic learning, also the internal relationships of the indexes in the core vision of strategic learning.
