Strengthening the training of human capital in rural areas is to achieve our goal of this strategy the objective requirements for the development of modern agriculture and promoting rural economic growth and nurturing of new farmers are of decisive significance. In this paper, Hunan Province, from formal education, job training, health care, migration, employment of these four aspects of the way to foster human capital in rural areas to promote rural human capital is currently made possible countermeasures training.The main methodologies in this paper include normative study, empirical study, farm survey, and econometric approach. Based on the literature review, in accordance with the "theory-Status description-empirical research-Evaluation-Policy Recommendations, "the language of ideas, research mainly consists of seven parts. The first part is the theory of rural human capital cultivation. The second part is the evalutation of situation of the human capital in rural areas. The third part is the perspective of the children out of school-based household investment behavior of formal education. The fourth part is the behavior of farmers to participate in technical training. The fifth part is decision-making behavior for the Study of migrant farmers. PartⅥis based on the new rural cooperative health care in rural human capital investment behavior. PartⅦof the rural human capital on economic growth in the role of evaluation.Findings:First, the main reason farmers are out of school children, the children’s own awareness of the importance of education is poor, rural households with low economic capacity, the concept of parental education behind. Second, farmers and farmers whether to participate in training Age, when the net income of rural households, farmers cultivated area of these three factors was a negative correlation between educational level and the farmers, availability of training evaluation, training, information channels to get the number of these three factors There was a positive correlation. Fourth, migrant farmers and farmers decision-making level of education, family labor force, compared the average wage was a positive correlation between the number of children and families enrolled, the family was a negative correlation between per capita income. Fifth, the participation rate of combined treatment to farmers for two weeks, on different income groups to improve the attendance rate, to reduce the lowest income group and the highest income group treatment prevalence rate is not significantly promoted. Sixth, rural human capital accumulation, economic growth and urban-rural income gap exists between the three variables, cointegration, that there is long-run equilibrium relationship.Research proposals:first, prompting farmers to increase investment in formal education, to strictly control the birth rate in rural areas, strengthen the importance of education information, continue to implement preferential policies for rural compulsory education, lower household children’s education costs. Secondly, to strengthen technical training in rural areas, it is necessary for training time, training locations, training and other technical aspects of the early availability of communication, but also improve the level of information technology in rural areas to increase the number of farmers access to information. Third, encourage farmers migrate employment of migrant workers through household registration system, the purchase system, medical insurance, children, education, institutional innovation, reduce their cost of living in the field, while rural children left behind to increase investment in education, migrant workers to reduce the worries of farmers. Fourth, to achieve full coverage of the new rural cooperative medical assistance, participate in the new rural cooperative to increase the number of farmers and improve the participation rate, at the same time, establish a new rural cooperative medical assistance and joint mechanism for the two systems.
