Report to the Eighteenth National Congress of the Communist Party of China put forward the slogan of "taking a new road of urbanization", which indicates that the development of urbanization in our country has entered a new stage. Taking a new road of urbanization and changing the way of urbanization is one of the important tasks of comprehensively build a well-off society. China’s rural human capital accumulation level and the labor quality is poor, has become the main obstacle to the construction of new urbanization in China. Farmers are the main part of the new urbanization. In order to improve the farming and the transfer of employment ability, successfully completed the tasks of the construction of new towns, have to improve the quality of the peasants, transforme the huge rural human resources into the advantage of human capital,. The study on the cultivation of rural human capital is conducive to promoting the transfer of rural surplus labor force and accelerating the pace of the urbanization construction.Through analysis in this paper, the rural human capital has many problems,such as lower education level, lack of investment to the health capital and the rural labor, human capital spillover phenomenon seriously, limit farmers’ production efficiency, the skills of personnel deficiency and physical health, to hinder the new urbanization construction. The factors of the cultivation of rural human capital including macro factors such as national economic development level, government policy, national investment and social security, and micro factors just like the income of farmers and peasants’ideological. According to the field survey, we can find that the cultural level of the respondents is not high, the source of income is narrow, less well-paid, and the income gap between the eastern and western regions is obviously. There is a lot of migrant workers in the respondents, but the eastern and western famers’ work site and occupation have a huge difference. Eastern migrant workers work in their province, and are mainly engaged in relaxed industries such as services, but the central and western farmers’ work palces are in the eastern coastal economically developed areas, mostly are engaged in physical activities such as the construction industry. In the countermeasures, to the first, strengthen the investment of government, not only to increase investment in the basic education, but also increase the investment to the education of agricultural technolog.further more,government should attach importance to the migration of human capital investment; and secondly, it is necessary to strengthen cultivation of peasants, build the training system that adapt to farmers needs, strengthen farmers’cultivate awareness,and ameliorate the training content; finally, establish medical security system that suit for the characteristics of rural, improve the new rural cooperative medical system, development the construction of township hospitals and village clinics and strengthen the construction of rural medical team, ensure the health of rural human capital.So as to strengthen the cultivation of human capital in rural areas.
