The land is the material base of human survival and the development, the production and the life of human cann’t leave to use of land resource. Land resource’s use has carried on since the humanity has appeared. Land utilization relates humanity’s development, the social progress, humanity’s survival healthy as well as the sustainable development and so on. In our country, water resources is short, irrigates has the specially important status and the function in the agricultural production, the irrigated area occupies the national farming48%, therefore, we must use land resource safely and reasonably in irrigation area and make it display influential role to safeguard the region food security and economic society’s steady progression.The land use is according to different types and property of land’s irrigation area, utilizing science and effective’s methods to use reasonably each land resources in the region. The land use can adapt for its nature and social characteristics to achieve the economical, social and the ecological benefit maximization. This article takes the theory of the humand and land’s relations, the sustainable development theory, the landscape security pattern theory, the system theory as a foundation, takes the land utilization and the safety evaluation as the core, researchs the irrigation area land utilization and the safety evaluation from the theory, the analysis and the example, the tasks had been completed includes:(1) Data interpretation. According to the datas of sensing,field work, the land use and so on in1998,2002and2005, we use technologyies of remote sensing interpretation, GIS spatial analysis and softwares of ERDAS8.5and ENVI4.0to interpret the Jinghuiqu irrigation district,such as the farming, the field, the forest land, the lawn, the resident industry and mining land, the warehousing land, the housing land, the transportation land, the waters and the water conservancy facilities land, other land in1988, in2002and in2005.(2) land resource present situation appraisal in irrigation area. We can analyze the Jinghuiqu irrigation district’s land utilization structure, the time variation, the spatial variat ion and the degree of land utilization by interpretation datas the irrigation area land utilization’s factors. The research indicated:①the irrigation area’s land utilization has the change in the type structure in1988-2005years, in which the forest land, the lawn, the resident industry and mining land, the transportation land are changed bigger, different type lands may cross-transfer to change land utilization structure, for example, the farming can transform into the field, the forest land and so on, land utilization degree is high in Jinghuiqu irrigation district.②We calculate the land use potential of Jinghuiqu irrigation district are77,485hectares, the land use has a great potential. The land use’s development potential which through economic value’s conversion can be estimated by284.55million yuan, the land use has a great development potential.③We surveye the farming’s benefit-cost ratio is1.5by benefit-cost law based on dominance influencing factors, it shows the farming’s dominance is high. The land resource’s abundance is0.7268, the land resource combination index is2.3087, the land resource average per person dominance is0.3184. these datas show that the land resource combination index is big, but the land resource average per person dominance is small, which can explain each kind of land resource combination is bad and the necessary ability is weak in Jinghuiqu irrigation district. (3) Defineing the related concepts of the irrigation area’s land utilization and safety evaluation. The irrigation area’s land resource security is that we must use the land reasonably, maintain organic balance of the region land system’s in the scope of land resource’s supporting capacity to make the land resource to achieve the balance between supply and demand, to safeguard social stability development, to resistance environment harm abilities, to realize three aspect security in economical, social and ecology. That is, we can maintain and enhance the productive force, can safeguard balance between supply and demand, can maintain economy positive development, the land resource sustainable use, social life long-term stability of the irrigation area’s land when the agrarian policy and the environment are changing. The evaluation of irrigation area land resource safety, is to choose the major effect factors based on the influence irrigation area land utilization factors, to use mathematical model and the assessment method to appraise the irrigation area’s land use and safe.(4) Establishing irrigation area’s land resource use safety evaluation system. We select five appraisal factors based on the presence questions of irrigation area’s land resource security and the appraisal research’s development, these factors are the land economic security appraisal, the land utilization structure appraisal, the land ecological security appraisal, the land resource capacity appraisal, the land resource safeguard to appraise. According to various factors’characteristic, we has selected25targets to construct comprehensively the Jinghuiqu irrigation district’s land use and safety evaluation system.(5) Evaluating the Jinghuiqu irrigation district’s land utilization and security. This article uses the analytic hierarchy process to establish various targets weight value, uses assessment method which unified by the collection measure modeling and the total score value law, firstly, to calculate the single item target effect value, then to calculate each target the score values by various targets the effect value and the factor weight value, obtaines land utilization security index are0.3309、0.3805and0.4019in1988, in2002and in2005. We have compared present situations with ideal values to analyze differential value, then used specific model to determinate land utilization security rating, the land use and security rating are grade II, Ⅱ and Ⅲ in1988,2002and2005, and the land use and safety level respectively is poor, poor, and in general..(6) suggestions of improving the irrigation area’s land use and safety. We put forward seven proposals to improve the land use and safety:①to execute in strict rotation national policy, protect arable resources;②to adjust land use structure, to improve efficiency;③to improve aqueduct projects in irrigation area to strengthen the capacity of impermeable;④well-considered plans of land resources to take the road of sustainable development;⑤expansion of irrigation to improv irrigation guarantee rate;⑥irrigated land use and safety to establish the regimemonitoring system;⑦to irrigation as a unit, establish the standards of irrigation land use rating and price.
