In recent years, the MIS and the information it generates has become an essentialcomponents of prudent and reasonable business decisions. MIS is very important for everyorganization because it not only collects and manages information, but also represents it invarious formats useful for the management to make important organizational decisions anddefinite framework of guidelines, policies or practices, standards, and procedures for a givenorganization, preserving the organization’s long term strategic goal.The research problem is to identify the role of MIS in the decision making operations.Moreover, test and measure the impact of the sector type on the role of managementinformation systems for the decision-making process in the River Nile State–Sudan.According to the fast development in the field of information systems and informationtechnology in particular, the study attempts to clarify the role of management informationsystems in the decision-making process in the public and private sector institutions in theRiver Nile State–Sudan. MIS development and implementation in the River Nile State willimprove the RNS citizens’ life via making the daily process easy and fast.Because of the importance of MIS in various fields this study will try to answerfundamental questions such as follow:1-Is that the management information systems play the role entrusted to in the decision-making process, and increase decision-making efficiency in the institutions?2-What level of satisfaction of employees for the efficiency of managementinformation systems applicable to their institutions?3-What are the obstacles limited the role and uses of management Information Systemsin the River Nile State?4-What the availability of the information in the accurate time and speedy required tosupport the decision-making operations?Therefore, the study will attempts to determine the problems and the obstacles facing thedevelopment of MIS in RNS and initiates some solutions to overcome these obstacles. Finally,this research highlights the importance of MIS for the RNS institutions as a significant issuefor academic and professionals. MIS has not adopted and implemented adequately in theRNS and there has been very little researches examining this topic. So, the researcher believes that this research will have more contributions in knowledge and add to research inthe RNS in particular and Sudan in generalThe researcher used a descriptive analytical method for the study, since it will bestachieve the objectives of the research. The main objective is to assess the role of themanagement information system in the decision making process. The research used two typesof data: primary and secondary sources.Primary resources: The primary information was collected using the questionnairedesigned to achieve the goals of the study.Secondary resources: The data is collected depending on viewing of: Published researchdata including papers, documents, books, Researches, leaflets and previous studies those arerelated to management information systems or one of its’ components.The study used the descriptive research of the survey type in form of questionnaire. Thepopulation for the study is the reflection of employees in some state ministries (RNS/Sudan)as the public sector and some of states organization as private sector. The stratified randomsampling technique was adopted to cover400employees holding different job positions inboth of the public and private sector. The researcher would use qualitative data analysismethods. Data collected were analyzed using frequencies count, percentages and chi squaretest statistics. The four hypotheses generated were tested at0.05level of significance.The study in the first chapter explain the study problem, objectives of the Study, Studyquestions, the significance of the study, the study hypotheses, the study methodology, andscope and limitations of the study.The second chapter provides literature review on information system “concepts,components and the system development life cycle”. Furthermore, this chapter shows thetypes of information systems and how they interact in the organization. Moreover, the chapterdiscussed MIS literature in detailed throughout the MIS concept, MIS characteristics, MISfunctions and MIS components. Finally, this chapter gives a brief discussion regarding thetypes of the decisions and the decision making phases. In addition, this chapter includes adiscussion the effects of the MIS on the human resource (RNS institutions) HR.Chapter three deals with how the field study design through displaying the researchprocedure, the study sample, data collection instruments, the validity and reliability of theInstrument, data collection procedures and problems encountered during data collection.Chapter four provide and highlight the current status and the employment of ICT in theRiver Nile State, the challenges and the obstacles facing management information systemsemployment in the River Nile State, the impact of MIS on the management functions in the River Nile State institutions and the role of MIS employment in the River Nile Stateinstitutions.Chapter five concentrates on the presentation and analysis of field data, statisticalanalysis and graphs methods were applied to obtain the information to test the studyhypotheses.Chapter six illustrates and shows the results of the descriptive analysis, hypothesistesting, and the general findings that have been reached.Chapter Seven presented the study conclusion, therefore, discusses the findings of thestudy, and then finally illustrated the proposed recommendations of the study.Based on the findings of this study, the study showed that the individuals of the samplestrongly agree that MIS is very important for information exchange within state institutions toimprove the work and supply the management with up to date and accurate information toimprove the managerial performance.From the analysis of the results, the study showed that, there was no a significantdifference of the influence of the sector type on the role of management information systemsin the administrative decision-making process in the River Nile State-Sudan. Moreover, thestudy revealed the following points:Managers in all levels of organization hierarchy need precise and suitable data andinformation to make decisions.The employment of management information systems improves the efficiency andeffectiveness of the decision-making process in the organization. Also InformationSystems can be used to obtain updated information that could rely on to make thefuture decisions.Individuals of the study sample agree that there are many obstacles facing thedevelopment of management information systems in the RNS. Where the lack ofqualified personnel who can deal with the systems ranked the highest hinders of thedevelopment of the management information system.
