According to the latest statistics, by December 31,2008, the number of netizens in China had amounted to approximately 0.3 billion; the popularization rate is 22.6 percent. Moreover, netizens in China are still on the rapid rise. The internet is developing on an unimaginative scale, has permeated every factor of our social life, propelled rigorously the human civilization forward and made unprecedented social progress.In fact, the effect of the Internet on the human society is realized by Internet information communication. The Internet has brought about a radical change in the pattern of communication created a new era of Internet information communication and pushed forward the human civilization. Internet information communication has already become the focus of attention of the academic realm, the government sector and the public. But what is the performance of Internet information communication and how to assess it is not only an important theoretical problem in Internet information communication but also an urgent problem to be solved. At present, the research results in this area are rare in our country. This dissertation is an attempt to make a systematic study of the performance of Internet information communication by means of relevant theories and methods of Information Management, Communication, Cybermetrics and Public Management etc. There are 24 pictures,18 charts and 7 chapters in the dissertation.The first chapter is an introduction. This chapter mentions the relationship between Internet information communication and the construction of a harmonious society and the significance of an evaluative study of Internet information communication. It also introduces the main contents and research methods of this paper and then makes a brief introduction of difficult points and some innovation points. The second chapter is a theoretical study. It is an attempt to analyze the philosophical basis of evaluating Internet information communication and discusses the theories of systematic management. Finally, it probes into the application of the classic theories of communication effect in Internet information.The third chapter is the identification of the disincentives of Internet information communication. By comparing and analyzing the patterns of Internet information communication, it has reached a conclusion that Internet information communication environment, Internet information communication ability, the quality of information resources and the audiences of Internet information communication are the four major factors that affect the performance of Internet information communication and makes an in-depth analysis of every factor.The fourth chapter makes an analysis of the performance evaluation system of Internet information communication and constructs a system of evaluating basic indexes, analyzes the goal, principles, patterns and indexes of the Internet information communication according to scientific evaluation theories, determines the design principles and the train of thought of design and constructs the basic index system of Internet information communication performance including 4 grade-one indexes,9 grade-two indexes and 25 grade-three indexes.The fifth chapter is an attempt to establish the evaluation model of Internet information communication performance. It tries to analyze the function of mathematical models and then makes a comparative analysis of the fuzzy synthetic evaluation method, the principal component analysis method and the data envelopment analysis method. According to the fuzzy property of Internet information communication, it establishes a fuzzy synthetic evaluation module of Internet information communication performance and offers detailed methods of establishment, puts forward different methods of dealing with statistical indexes, selects AHP to determine the weight of indicator.The sixth chapter is a positive research. It is an attempt to adjust the basic evaluation indicator based on the practical information communication of Beijing Olympic Games and finally determines that the performance evaluation indicator system of Beijing Olympic Games’ information communication performance is made up of 4 grade-one indicators,8 grade-two indicators and 22 grade-three indicators. Supported by professional data service companies, the research was finally completed by acquiring necessary date through much effort. By means of numerical computations, fuzzy synthetic evaluation modules are used to make a tentative evaluation. Results show that evaluation modules established and indicator systems are applicable and have attained the desired goal.The last chapter summarizes all the work done and points out the imperfections of the research work and looks forward to the future research work.This dissertation is a part of the project supported by the NSFC (Code NO.70673071).
