However, because of the social status of intricate transformation period, various contradictions and challenges are remaining unsolved which become the "chronic disease" that prevent people obtaining high quality and convenient medical and health service, and become the assault fortified positions of medical and health reform and development. In2009, based on socialism market economy, change rule of medical and health service needs of public and development rule of health, central government put forward "The New Medical Reform" which asked for basic medical and health system that contain both city and rural area, especially public health service system. Afterwards, primary level medical and health service system which represented by community health service center (CHSC), scale new height and become nucleus platform for public health service. Therefore, exploration and innovation on CHSC management turn into crucial topic of new medical reform, and become one of the organic components of searching and establishing Chinese characteristic health system.CHSC collectivize Management is a great trial of local government bringing the initiative and creative into medical reform and carrying out requirements of "The New Medical Reform" and thought of citizen-centered, to innovate public health service system, which has precious exploring value for transformation society.
