Along with the sustained and rapid development of economic, China’s medical andhealth service have made significant progress, but with the enhanced ability ofproviding health care, at the same time, the gap on basic medical and health servicebecomes even evident. The difficulty of rural residents in seeing a doctor is existed.The non-equalization phenomenon not only have impact on citizens’ health, but willalso cause a series of social problems. Therefore, we must let the urban and ruralresidents have equal access to basic health services to solve the problem.First of all, this paper set a scientific definition of related concepts; expound therelative theoretical basis, and emphasize the necessity of equalization. Then, usingdetailed data, comparative analyze the status of urban and rural in basic medical andhealth services, and come to a conclusion that urban and rural area have a huge gapbetween the allocation of resources, health care, medical services and health level.Afterwards, analyzes the reasons behind the issue. Finally, propose some suggestionsto achieve the goal of equalization, such as, improve the public finance system,accelerate the transformation of government functions, improve the performanceevaluation, optimization of the transfer payment system, narrowing the income gapbetween urban and rural. By improving the level of public health services in ruralareas, to meet the basic medical needs of the grassroots, in order to guarantee urbanand rural residents have a equal access to basic health care services which provided bythe government. |
