Service Model Innovation For Public Hospitals Based On "Cloud Platform"

With the rapid development of economy and society, the disease spectrum has changed dramatically in China, and the contradiction that the limited health care resources can’t meet people strong demands for healthcare has become increasingly prominent. IT will improve hospital service quality and management efficiency significantly, and can relieve the social problem of "high expensive and difficulties in medicine" and enhance the satisfaction of people to see a doctor, which also becomes a necessary way to hospital operation and development under the background of the new health care reform. Form the prospective of tracking hierarchical management inside and outside the hospital and management efficiency, on the basis of quality medical resources integration, patient medical orderly, comprehensive health management people, the paper studies the new health care model.To better explain the current problems faced by medical and health services in China, using the literature, including of the new public service theory、Social capital theory、 Club theory、Science and technology innovation theory, and evaluate the effiency of the public hospital. this paper researched the foreign medical service development practice and experience, analyzed the reasons of different foreign service system, studied the relationship between equity and efficiency of public hospitals about the anomie.The public hospital make use of the public finance for the public advantages. To avoid the Government failure and Market Failure,from social values, science and technology and management methods in three dimensions and pointed out that health care services provided by public hospitals in the value orientation should be fair as the core and committed to maintaining a fair and just society of medical care for vulnerable groups to build a harmonious society to provide important support. Efficiency is the premise of fairness, using the advanced science and technology and management methods to optimize public hospital service mode and enhance the efficiency of public hospitals, which could maximize the efficiency of public hospitals. Therefore, this study proposed cloud medical model relying on the cloud platform to expand medical services in public hospitals.Based on cloud medical innovation, this study included the medical cloud service model, the performance evaluation system and evaluation model and path optimization.The service model of cloud medical, referred that integrating the hospital medical treatment, teaching, scientific research, human resources, hospital and its division comprehensive destination management, logistics and other information resources through the cloud technology platform to achieve the reasonable distribution of high-quality medical resources, which helped achieve the daily monitoring of chronic disease and outside the hospital health management and provided the intelligent, full of personalized healthcare services. The service model of cloud medical include the three part of unit form、platform architecture、services classification.This paper’s opinion is the service model of cloud medical should use the SAAS, carrying out the basic medical、personal health the basic public health service、visit of chronic diseases、member Center,through close analysis of the information technology and management.Building performance evaluation system and evaluation model was to evaluate the current level of the building cloud medical, and revealed some problems in cloud medical construction. On the basis of analyzing the critical control point of cloud medical service model, The mode characteristicthe、Service process、Service classification,author built the comprehensive evaluation system for cloud medical service level consisting of six dimensions and57indicators by the literature research, comprehensive evaluation and expert consultation methods, and constructing of a multi-level fuzzy comprehensive evaluation model combining AHP and fuzzy analysis.The path optimization for public hospital cloud medical should be oriented by performance evaluation and emphasize the role of participators in providing cloud medical and institutional arrangements as well. And It ought to avoid information unit and management unit separation by developing the relevant measures to coupe the modern information technology and services, implement the efficiency-oriented evaluation and fuzzy comprehensive evaluation and stage evaluation on the early stages of development, rapid development and development of maturity respectively to form development tracking mechanisms.Taking Shenzhen People’s Hospital as an example, using the above performance evaluation model, the paper evaluated the status of cloud medical construction of this hospital in all domains and analyzed the problems deeply, and proposed some measures to perfect the cloud medical construction for Shenzhen People’s Hospital, such as constructing the compound talents, setting up the cloud medical management committee, establishing the regular cloud1system and effective incentive mechanism.
