How to realize low-carbon city’s development has been already mentioned from theoretical exploration and policy established agenda in china. As a developing country, one of the Chinese low-carbon city’s development mode is focusing on reducing emissions of greenhouse gases, the most important’s mean is building energy saving. City’s public buildings are the important area of energy consumption, its energy saving realization must attract our attention. In view of China’s energy saving field of public buildings from the Planning- Design- Construction- Operating each link exist many Mechanism and technology’s problems to be solved urgently,so the article select low carbon city public building energy saving evaluation model as my doctoral dissertation.Firstly, this article based from low carbon city public building energy saving theory’s research, illustrates the 4H layout and 6 planning major steps is China’s low carbon city development inevitable strategic choice, but strategic target choice should have flexibility and adaptability. On this basis, due to low carbon city construction is related to all aspects of society, so according to the expert guidance and literature analysis, put forward the index from 9 aspects and 28 indexes such as population number as the evaluation basis of low carbon city development.Secondly, city construction project’s implementation is a system engineering, the construction of public building energy saving management mode of early design based from policy guidance of the government etc three aspects, combined with the necessary energy monitoring system and policy tools selection, so that it can really play a role, as the final project implementation success guarantee.Thirdly, China’s public building energy consumption shows rigid growth, public buildings’ s area will assume increasing energy-saving emission reduction task, the corresponding factors of energy consumption analysis is very important. In this paper, from qualitative analysis and path analysis method of the public building energy consumption influencing factors analyzed, according to the proportion of their corresponding effects of energy-saving measures, is the base of realizing city building energy saving and low carbon development.Fourthly, the energy supply way is the key for regional public building energy saving, using ANP as evaluation and scoring method for a number of energy supply modes, low-carbon emission is the most important basis for energy supply selection, with several other factors considered, the final selection of the highest scoring scheme as the final energy supply scheme, for the relevant project providing a theoretical basis for choosing, largely avoiding blindly choose the mode of energy supply brought the cost of loss and damage.Finally, aiming at the outstanding problem of high energy consumption of the existing public buildings’ s operation, establish simulation model of building complex energy equipment system, and use artificial neural network intelligent control method, continuous optimize the structure parameters of the model, carry on building electromechanical equipment variable frequency control, significantly reducing the energy consumption of buildings, but also showed good energy saving, environmental protection et many social benefits.
