With the further development of human society,various crises frequently occur,and any organization and government will inevitably need to deal with various emergencies.After the crisis,emergency rescue will control the impact of the incident and restore the normalcy of society.The power grid can be divided into main network and distribution network from the voltage level.The main network refers to the power network of substations with a voltage level of 35 k V and above.In recent years,the scale of the power grid has continued to expand,especially the scale of the main network.The possibility of substation disasters increases with it.According to the analysis of events in the power grid in recent years,when sudden disasters occur,the substation is often affected first,causing the entire station to lose voltage,affecting power outages in dozens of 10 k V feeder lines,and then leading to large-scale power outages in several villages and even towns.Especially in the Guangdong region,which is severely affected by the typhoon,the possibility of large-scale power outages caused by floods and wind is increasing.In September 2018,typhoon "Mangosteen" raged in Guangdong,causing heavy damage to Guangdong's coastal power grid.Among them,the 110 k V Xintang Station and 110 k V Baiyun Station in Huizhou City,Guangdong Province lost pressure in the entire station during a flood caused by the typhoon,causing nearly three points in Huiyang A power outage in one of the areas has caused derivative events such as communication interruption and traffic paralysis in the vicinity,which has a significant impact on residents' production and life.In the end,power companies resumed normal power supply in the area in 5 days,and it took a long time to restore power transmission.Many problems occurred in the emergency rescue process.In order to find and analyze the problems of emergency rescue management of Huizhou Power Network during the typhoon "Mangosteen",this article mainly uses complex network theory to use power supply operation and maintenance units,emergency repair units,substations,material storage warehouses,emergency repair material production units and As a node in the network,the disaster point is analyzed from the plan and facilities,resources,teams and other aspects to build a model of the electric power emergency rescue network.It is found that a few nodes in multiple networks often have a large number of connections,whilemost nodes have few.The degree distribution of the nodes conforms to the power rate distribution and has a scale-free characteristic.Through further analysis,it was found that during the typhoon "Mangosteen" during the emergency management of the main power network of Huizhou,there were various problems such as insufficient government participation,insufficient public opinion and guidance,inadequate emergency linkage mechanisms,and insufficient emergency materials reserves.Put forward corresponding solutions and suggestions,and provide decision-making reference and management ideas for improving the power emergency rescue capability.
