Recently, many kinds of emergencies take place frequently, cause huge losses in our society.As an important means which can reduce disaster losses, how to carry out emergency rescue scientifically cause more and more attention now. As an important tool for emergency rescue, Transportation system is playing an increasingly important role in emergency rescue. China's transportation system is an integrated complex system which contains rail transportation and road transportation .Face on the high incidence of emergencies and complex transportation system,how to choose the rescue channel scientifically, identify the key sections of the rescue channel,improve the efficiency of emergency rescue, has become an important issue which needs urgent solution.In view of the importance of the section is one of the key indicators in scientific emergency rescue, this paper integrates GERT network and the signal flow diagram to establish a measurement model which identify the importance of emergency road transport network, then verified this model with case.This paper first analyzes road network structure, traffic behavior these two factors which influence the sections's importance,then based on these two factors , establish the model which evaluate the secion's importance.So ,first of all,study the road network structure determination algorithm in emergency situation ,to design a algorithm for quickly identifying a viable road network from the single rescue point and the single accident point in time constraints. Then according on this, give a algorithm for multiple spot and the intersection network for multiple spot .all these algorithms are confirmed by case.Secondly, study Section selection probability determination algorithm in emergency situation, given the individual's selection probability arithmetic for sections of the network in emergency situation. At last, integrate with GERT network analysis algorithm ,with the importance of emergency road transport network and probability arithmetic of sections of the network given above ,designed a model which can measuare the weight of sections and then gives the transport network's weight, so then, aid decision-makers can make appropriate distribution strategy according on the weight of road network and then has a better view in scientific rescue to improve rescue efficiency.
