Urban public transit, a social service which can meet the needs of our resident trip, plays a vital role in transportation industries. And it is an important program that benefits a large number of people. However, the development of urban public transit in our country still falls behind and is less competitive now, so it is extremely urgent for us to formulate a scientific planning to promote the balanced development of urban public transit. Because urban regular public transit is the main body of urban public transit service network and designing its network and optimizing departure frequency is the core and key of urban public transit planning, so the research on these two subjects has the greatest theoretical and realistic significance.This dissertation carries out a detailed analysis of some deficiencies and shortcomings in current situation. Meanwhile, by combining theory and practice in terms of urban regular public transit, the criteria for evaluation about key indicators have been improved appropriately. What’s more important, aimed at the problem that the design of urban public transit network lacks a hierarchical structure, the new theory which is called bi-level model of urban public transit network-urban public transit skeleton network plus urban public transit feeder network-is put forward in this dissertation. In the process of designing urban public transit skeleton network, the approach to finding out the new feasible couple-node sets and the new feasible routes sets is set up. And the optimization model of urban public transit skeleton network based on genetic algorithm is established. In addition, in the process of designing urban public transit feeder network, according to investigating the coverage area of urban public transit feeder hub, the optimization model of urban public transit feeder network is set up and tabu search algorithm that can solve this model has been given above. At the same time, the dissertation studies the optimization solution of bus frequency, and founds the bus frequency optimization model related to the vehicle model by analyzing the relationship between vehicle types and bus frequency. This model also considers the benefit between passengers and public transport enterprise, and introduces a new public transit route choices system, which puts the transit penalty factor to the frequency calculation of combinational network.The research findings of this dissertation may provide practical reference for urban regular public transit network and the design of optimizing departure frequency. Meanwhile, it has a positive impact on improving the level of service and giving high priority to developing urban public transit.
