Research On The Media Role In China's Environmental Movement During The Period Of Transition

This paper studies the changes of the environmental movements and mass medium’s innovation since1978.Base on the various historical documentation and field investigation, focus on mass medium’s role in role in environmental movements affected by political, economical and social factors in the period of social transformation.The environmental movements of China can be divided into government leading environmental improving movements; civil environmental contentions and NGO leading environmental movements by standard of the movements’organizers.Mass medium play an administer subject or an administer tool role in government leading environmental improving movements. It is in charge of communicate the state ideology, providing environmental education, improving environmental consciousness of citizens, assisting state to realize the transformation from political movement in unified society to plural environmental management. In Chinese Century Environmental Protection, mass media help the state to set the agenda, take advantage of supervision to ensure the implementation of central policies. In the storm of environmental impact assessment, central government by the way of medium’s hype to Adjustment of power relationship, helping the Environmental protection government system expanded power to achieve the transformation of economic growth mode.Mass medium plays a role of harmony reaction between society and government in the civil environmental contentions. Because the system between society and government still not perfect, mass medium build a platform for deliberative discussion public environmental affairs. On this platform, medium not only shoulder responsibility for risk warning, but also ensure multiple opinions base on the multiple interests can discuss and keep balance. Visible public discussion can keep society stable, and cultivate civic deliberate literacy, help governmental system construction.Nowadays, Chinese environmental protection civil force still weak, medium and environmental NGO share all sore of social resources and pursuit their own interests and development. Depend on medium, environment can get social visibility, to improve their legitimacy, absorb external resources. Mass medium play a role of expanding the living space of environmental NGO and their movements.In these three sore of the environments, mass medium play different roles. But environmental movements and mass medium shoulder responsibility to get the marginal breakthrough for Chinese reform, seeking the opportunities of the reform of the political structure. In order to ensure the medium reform and environments development. we should reduce the government leading movements, Increasing the people’s environmental protection motivation, improving deliberative discussing channels. Mass medium and NGO should keep their own independence and mutual supervision to get their develpment.
