Since the founding of the United States,the rapid social and economic development has brought great benefits to the people’s material life,but to a certain extent,it has brought great damage to the human ecological environment.Before World War II,the US government and its people were immersed in the convenience brought by economic and technological development,and one-time consumption filled people’s lives,bringing convenience to life while generating a large amount of garbage,but at that time,the treatment of garbage was only limited to the city level and did not attract the attention of the public.Under the influence of the environmental protection movement,the federal government began to introduce a series of laws at the national level,such as the Solid Waste Disposal Law,the Resource Recovery Law,the Toxic Substances Control Law,and the Resource Protection and Restoration Law,which specifically control solid waste pollution.State governments have also enacted corresponding laws to clean up garbage in their states.Although the federal government began to control solid waste pollution,its treatment measures were not perfect.In the eighties of the 20 th century,the environmental justice movement in the United States broke out,and the occurrence of the movement was closely related to the inequality of garbage management.According to the survey,polluting enterprises and landfills are often built near communities where ethnic minorities and low-income classes live,exposing ethnic minorities and low-income classes to unfair exposure to environmental pollution because of economic costs.Laws on waste management are also rife with unfair treatment of minorities and low-income classes.Therefore,under the influence of the environmental justice movement,the federal government enacted the Superfund Act and the Emergency Planning and Community Right to Know Act to further improve the control of toxic solid waste pollution.On the issue of environmental justice,President Clinton issued Executive Order 12898,which promoted the development of the environmental justice movement in the United States.At present,the environmental problems of solid waste in the United States are very serious,this paper starts from the solid waste pollution control in the United States,and conducts an in-depth discussion on its governance mechanism,in order to provide a useful reference for China’s environmental protection work,promote the healthy and coordinated development of China’s economy,and accelerate the construction of ecological civilization.
