Quality, reflecting the vitality of products, decides the destiny of sustainable development of products for the future. The implementation process of deep-sea equipment is not only the production process of products and management process of projects, but also the invention process of high-tech products. There are some problems in the quality management of deep-sea equipment, such as imperfect management system, the lack of quantitative methods, the division of management and technology. Product-oriented quality management and technology innovation of products are conflicting. Through exploring the inner relationship between them and integrating technological innovation into them in all aspects: organization, planning, design, manufacturing, analysis and evaluation, this dissertation puts forward a concept of total quality management of deep-sea equipment integrating technological innovation, and a comprehensive quality management model, and makes specifications for quality planning and management. Otherwise, through the study on deep-sea equipment technology’s "hard" and "soft" elements, the characterization and evaluation methods of functionality, reliability and safety of deep-sea equipment are proposed. Meanwhile, the basic connotation and architecture of quality management of deep-sea equipment are described from the aspects of technology system and management model. Thus, the dynamic integration of quality management and technology innovation is achieved. Then the needs of the quality management of the deep-sea equipment are satisfied and the basic theories of quality management are extended. The main contributions are showed as follows:(1) A comprehensive model of deep-sea equipment’s quality management is put forward and specifications for quality planning and management are made. According to the characteristics of quality management of deep-sea equipment, a comprehensive model of deep-sea equipment’s quality management is put forward, and the strategy of quality management of deep-sea equipment are described from the aspects of technology system and management model. In addition, the mode of deep-sea equipment’s quality planning and standardized management is established.(2) The connotation of “soft” element of quality management is extended, and the key management elements are quantitative analyzed. From the aspects of qualitative description and quantitative analysis, the concept of "hard" and "soft" elements of deep-sea equipment’s quality management is demonstrated. At the same time, integrating “intelligence” element into the “soft” element enriches the connotation of “soft” element. Besides, the Analysis Hierarchy Process(AHP) is used to discuss the relationship among the quality object, main factors and secondary factors. Based on the discussion, the three core factors of deep sea equipment’s quality management, i.e. functionality, reliability and safety, are obtained.(3) Taking the typical deep-sea equipment as an example, the design method and quality management technology platform is constructed. Based on the comprehensive model of quality management, from the technical point viewer, the construction method of marine equipment’s creative design and quality management system is described and the structure of total quality management system of deep-sea management is formed.In conclusion, aiming at meeting the needs of national marine strategic development, quality management system of deep-sea equipment is proposed and the design method and quality management technology platform is constructed. The problems how to fuse technological innovation with quality management and how to quantitative evaluate them are solved. Otherwise, the theoretical connotation and application fields of total quality management are extended. In a word, the study has important guiding significance to promote the development of innovation products and enrich the quality management system.
