With the advance of industrialization process, and the Geo-human interaction, cities have gradually become the centrepoint of population settlement. The so-formed urban settlements have transformed the way of the interactions within the Eco-System. Under the current trend of accelerated urbanization and population concentration, urban eco-systems are now facing mounting pressure, leading to deterioration of the eco-system, and destruction of surface land and soil pollution, degradation of air and water quality, and damage to bio-diversity, all of which pose threat to the human life and development. This developing trend of the eco-system has led to studies focused on Environment, Urban planning and management. The other indication of environmental change assumes the form of Bio-Structure and evolvement, under the influence of human action, our eco-system has been stretched under pressure almost to the limit of its tolerance, which inturn brings negative effects on eco-diversity, and the entire eco-system. Therefore, the need for protection and planning of urban eco-system has become more pressing, prompting a scientific approach to lead the planning and development of urban eco-system.Skyline planning is at the forefront of urban planning direction, it has been the centre of multiple discipline studies. Skylines are the most important indications of urban outlines, also the urban environment distribution. The formation and the evolution of skyline landscape is the direct result of urban development, and based its transformation on urban environment, and has been the benchmark of eco stability, and affects to a considerable degree the urban environment. The traditional skyline planning is mostly based on isolated psychological and landscape analysis, disconnecting the natural bond between skyline and urban environment, making it impossible to represent the interactions between environment and landscape ecology, and in such studies discriminated methods have been applied for analysis of skyline features, leading to irrational definition of skyline planning, limiting the substantial application of such planning,In this paper, in combination of theoretical Skyline studies and planning for Nan’an City skyline riverside regional planning for the evidence, the theory of landscape ecology, fractal theory, coordinate the relationship between people and land to address urban environmental sustainability concept based on the theory of quantification by landscape ecology pattern index analysis, landscape ecology land suitability evaluation, quantification and evaluation methods skyline fractal characteristics of the integrated use of ARCGIS, landscape indices calculation software FRAGSTATS, fractal dimension calculation software FRACTALYSE such as spatial statistics and analytical tools to assess the urban landscape ecology pattern characteristics and trends, assess the impact of landscape ecological factors on the skyline of land suitability evaluation fractal feature of the city skyline. Based on the evaluation results establish skyline height control zoning plan proposed skyline linear control objectives and strategies, and improve the skyline landscape ecological protection and construction planning guide policy.Main research and conclusions:(1) Urban Skyline key factors and structural analysisSkyline factors are an integral part of the skyline landscape, their connections have resulted in varying special formations. Through factor analysis to identify the skyline elements into natural elements, artificial elements, visual elements of three basic types. Due to spatial variation of various elements, or because of different combinations to form differentiated skyline. Skyline as a landscape, visual contact is inseparable from the main object of the landscape elements and their relationships. From the visual hierarchy analysis, the city skyline in the depth direction constitute contain prospects, middle ground and background three levels. Through the relationship between elements of the skyline, hierarchy, hierarchy between the analysis, planning skyline-level principles to be followed, the combination of dynamic and static principle, the principle of coordination principles and personality.
