On The Evolvement Of The Spatial Industrial Distribution Of Changchun

Chapter I introduces the background and significance of the dissertation, gives a concise overview of the literature at home and abroad, proposes the routes and methods of the research, and brings forward the main content and structure of the dissertation.Chapter II starts first from the concept and functions of the city, traces the process of emergence and development of the city, sums up the general patterns of urban development, puts forward the concept and characters of spatial industrial distribution in the perspective of economic causes, and proposes four spatial industrial distribution models and five factors that affect the spatial industrial distribution. As a result, the concept of urban spatial industrial distribution is put forward through the combination of the concepts of the city and that of spatial industrial distribution. Then, this chapter analyzes systematically the basic theories of the formation and development of urban spatial industrial distribution. Finally, the impact of a rational urban industrial distribution on cities and regions are discussed from three aspects respectively, namely, the optimization of urban spatial structure, the protection of urban sustainable development and the promotion of regional economic development.Chapter III discusses the historical process of development of the spatial industrial development of Changchun. The readjustment and optimization of the spatial industrial distribution of Changchun after the founding of China, especially the practices of the adjustment of the spatial industrial distribution and the urban spatial structure since the reform and opening-up, are emphasized. Moreover, efforts are exerted to study the relation between the migration and dispersion of urban industries and the regionalized forces for urban development. Therefore, the new features of the spatial industrial distribution of Changchun are brought out.Chapter IV, based on the previous chapters, gives a detailed analysis of the situation of the industries in Changchun and their distribution, brings forward the difficulties and problems of the spatial industrial distribution of Changchun, and makes judgment on the development trend of the spatial industrial distribution of Changchun.Chapter V mainly discusses the four mechanisms that affect the distribution of industries in Changchun: formation of growth-poles, agglomeration and dispersion of factors of production, upgrading of industrial structure, and guidance of the government's planning.Chapter VI analyzes the background of the adjustment of Changchun's spatial industrial distribution, and brings forward strategies and policy measures for the optimization of Changchun's spatial industrial distribution.The main opinions of the dissertation are as follows.First, urban spatial industrial distribution is the distribution and allocation of industries within the urban administrative territory, namely, the spatial distribution of the productivity of industries within the urban administrative territory. On one hand, from the perspective of urban regional development, some industries take up considerable proportion in the regional economic output or possess considerable potentials for development. On the other hand, in the perspective of the formation of the industry's supply capacity, certain industry's supply capacity comparatively concentrates in certain region, which makes that region become the main place of origin of the supply of that industry. The urban spatial industrial distribution mainly reflects the spatial distribution of industries and the horizontal economic relation among cities based on the spatial distribution. Thus, urban spatial industrial distribution has meso, coordinative, and historical characters.Second, the formation and development of urban spatial industrial distribution are mainly affected by the location of the city, comparative advantage of the city over other regions, the polarized effect of the city, the relationship between the city and the periphery regions, and the internal spatial structure of the city, which makes the city form within a special geographical space, gradually realize rapid development in certain realm of industries, and bring along the comprehensive development of all industries, thus becoming the core of that region. Meanwhile, it is necessary to adjust the spatial distribution within the city to make it meet the needs of the modern times. Third, the effects and influences of urban spatial industrial distribution mainly include the following four aspects: the economic development of the city, the spatial structure of the city, the ecological environment of the city and the regional economic development.Fourth, the current spatial industrial distribution of Changchun still cannot satisfy the requirement of sustainable development. For example, the urban industries should be further developed, the distribution of industries are imbalanced among different regions, the development gap between core cities and periphery counties is big, and the development of industries in different regions need to be coordinated, etc. These problems have become the bottleneck for the optimization of the spatial industrial structure and the sustainable development of Changchun.Fifth, the formation and transformation of the spatial industrial distribution of Changchun result from the interaction of various forces. Looking at the formation and transformation process of Changchun's spatial industrial distribution, its basic characters and problems, we can conclude that four mechanisms play the key role in the formation and transformation of Changchun's spatial industrial distribution: formation of growth-poles, agglomeration and dispersion of factors of production, upgrading of industrial structure, and guidance of the government's planning.Sixth, the background of the adjustment and optimization of Changchun's spatial industrial distribution are as follows: globalization and regional opening-up, the coordination of regions and cities, the revitalization of the old industrial bases of Northeast China, the national strategy of Chang-Ji-Tu Pilot Zone for Development and Opening-up, knowledgization and informationization, reconstruction of the spatial industrial distribution system of Northeast China, and the development demand of Jilin province itself, etc.Seventh, under the general objective of sustainable development, the goal for the adjustment and optimization of the spatial industrial distribution of Changchun is to improve gradually the competitiveness of the city and form a scientific spatial industrial distribution structure through cultivating clusters and agglomerations for advantageous industries, coordinating the development of the cities and the country sides, and promoting the development of different regions. The general idea for the adjustment and optimization of Changchun's spatial industrial distribution is to adjust the circular spatial structure of the primary industry, the strip-belt spatial structure of the secondary industry, and the agglomerative spatial structure of the tertiary industry. The strategic priorities of the adjustment and optimization of Changchun's spatial industrial distribution are the construction of the complex system of circular and point-axes spaces, the extension of industrial space in the core cities and the optimization of regional structure, the cultivation and development of clusters of advantageous industries, and the promotion of the coordinated integration of Changchun and Jilin, etc.Eighth, the policy suggestions for the adjustment and optimization of Changchun spatial industrial distribution are as follows. First, cultivate and develop clusters of advantageous industries through the gross expansion and scalization of industries, the extension of industrial chains, and the development of environmental-cleaner industrial clusters with higher technologies. Second, coordinate the functions of urban industrial spaces, integrate the old-city-zone reconstruction with the new-city-zone development, coordinate the functions of FAW zone with the other industrial zones in the city, and coordinate the spatial functions and industrial development among different development zones. Third, plan as a whole the development of industries in the city and the country sides, including the strengthening of the core cities'radiated effects, the improvement of industrial specialization between the cities and the country sides, the cultivation of industrial growth-poles in the counties, the construction of an industrial security system integrating the cities with the country sides, the establishment of policies for the coordinated development of the cities and the country sides. Fourth, reinforce the coordination among regions, focusing on the definition of Changchun's industrial position in the whole country, the industrial coordination between Changchun and other cities in Northeast China, and the exertion of Changchun's dominant role in central Jilin province city group. Fifth, construct the supportive system for the adjustment and optimization of Changchun's spatial industrial distribution in terms of infrastructure, planning, soft environment and natural environment.The innovation of this dissertation mainly lies in the following three aspects. First, the concept of urban spatial industrial distribution is proposed through a systematic review of the literature. Second, in view of Changchun's practice of spatial industrial distribution, the dissertation analyzes systematically the mechanisms for the formation and transformation of Changchun's spatial industrial distribution, and explains the status, problems, and the causes of problems of Changchun's spatial industrial distribution. Third, based on the background and prepositions of the adjustment and optimization of Changchun's spatial industrial distribution, the dissertation brings forward the strategies and policy measures for the adjustment and optimization of Changchun's spatial industrial distribution, emphasizing the coordination of spatial industrial distribution within the region and among regions through government plannings.Due to the limitation of research materials and the author's research capacity, the dissertation has mainly the following two inadequacies. First, due to the limitation of data, the dissertation has made quantative research on the degree of industrial agglomeration in different regions and industrial sectors, but not on the efficiency of Changchun's spatial industrial distribution on the whole. Second, the selection of policy measures is not based on quantative analyses.
