Telecommunication industry is an ancient and new industry. With the advent of the information economy society, the society has a greater and higher demand and requirements for the development of the communication industry. The international telecommunication industry has reformed in 1980s, while telecommunication industry in China has also opened a prelude to the reform in the middle of 1990s. International and domestic reforms in the telecommunication industry have made great achievements, in the same time, there is still a big gap between the initial target of the reform and the expectations of the community. Therefore, it is necessary, important and urgent to understand of the modern telecommunication industry's characteristics scientifically, draw lessons from the reform of the international telecommunication industry's experiences, and study the reform and reform effect of telecommunication industry in China. Based on this understanding, this paper starts with the reform and reform performance of telecommunication industry in China as the study object. The main contents and structures of the paper are as follows:First, the paper has used industrial organization theory, strategic management theory, innovation theory as guide to study the emergence, development and characteristics and evolution of the modern telecommunication industry in-depth, and understand the international telecommunication industry scientifically, in particular the causes, processes, results of the reform of the U.S. telecommunication industry, and thus to provide references for studying the reform of its of telecommunication industry in China as well as the evaluation of the reform performance. Then, the paper has made analysis of the reform backgrounds, processes, measures of telecommunication industry in China, in which it analyzed the positive and negative effects of telecommunications industry in China. Furthermore, the paper has created the Reform Performance Index of telecommunication industry in China. Through the descriptive statistical analysis and hypothesis testing of the index, not only has it gained access to the temporal and spatial distribution of the Reform Performance Index, but also revealed the internal incentives of the evolution of the Reform Performance Index, finding the problems and causes in order to gain a more comprehensive understanding of the reform and reform effect of telecommunication industry in China. Finally, the paper has revealed the integration of the"dual core"-- technology and market is the necessary and sufficient condition of the industry or enterprises to achieve sustained and stable development and build sustainable competitive advantage through the cases of the telecommunication industry at home and abroad, especially the PAS and CDMA, at the same time it has carried out detailed analysis of the after-effects of the development of PAS in-depth.Firstly, the paper has conducted a more comprehensive analysis of the reform of the international telecommunication industry, especially for the reform effect through the comparison of the Fortune Global 500, Fortune Global 500 telecommunication companies, the U.S. Fortune Global 500 telecommunication companies, as well as typical telecommunication enterprises, and also it has carried out the hypothesis testing of the economies of scale of Fortune Global 500, Fortune Global 500 telecommunication companies, revealing the telecommunication industry is not a monopolized industry nor necessarily, and the reform and the resulting effective competition is the guarantee to achieve the sustainable development of the telecommunication industry. Through the work above-mentioned, the main results of this thesis are as follows:Secondly, the paper has made analysis of the reform process of telecommunication industry in China in a comprehensive perspective, and summed up the development, system and structure of the telecommunication industry's reform in China and other positive effects through a large number of data, while it has also studied four kinds of negative effects--telecommunication division effect, mobile and fixed effect, telecommunication tariff reform effect and administrative drive reform effect, revealing the different reform performance of telecommunication industry in China in the period from 1994 to 2008.Thirdly, the paper has created the Reform Performance Index of the telecommunications industry to study the reform performance of telecommunication industry in China in quantitative analysis. Based on the descriptive statistical analysis and hypothesis testing of the index and so on, not only has it revealed the reform performance in the period from 1998 to 2008, as well as the temporal and spatial distribution of telecommunication industry as a whole, fixed communication, mobile communication and China Mobile, China Unicom, China Telecom, China Netcom, but also revealed the correlation relationship and significance statistically of the Reform Performance Index and these factors such as user growth rate, tariff decline rate, market structure, business structure, and talk-time growth rate and so on, to identify the problems and causes, provide references for the further reform and reform performance of telecommunication industry in China.Fourthly, it is the technology and demand that is the"dual core"of the development of the industry and enterprise. This paper has revealed the integration of the"dual core"-- technology and demand is the necessary condition of the industry or enterprises to achieve sustained and stable development and build sustainable competitive advantage by four typical cases in domestic and international telecommunication industry, especially the PAS and CDMA. What's more, placed the PAS and CDMA in the broad context of the reform of China's telecommunication industry, it has conducted a scientific in-depth research and made a comprehensive analysis of post-effect of the development of PAS, further confirmed the point of view that the"dual core"needs the integration, moreover it has integrated the development of PAS and the evolution of Reform Performance Index of telecommunication industry in China, to provide a new interpretation of the temporal and spatial evolution of Reform Performance Index of telecommunication industry in China.
