Abstract/Summary:
The purpose of this dissertation was to explore research done in assessing and evaluating similarities and differences in policy reforms issued by telecommunications regulators in three Caribbean states: Haiti, Jamaica, and the Dominican Republic. The organizational structure of the regulators on the policy reforms issued in the sector was investigated. In lieu of a survey instrument, the study reviewed primary and secondary literature concerning each regulator. The research findings suggested that the three telecommunications regulators, though different in managerial scope, share great similarities in their organizational structure. CONATEL, OUR, and INDOTEL are all managed by a board of directors established by their respective government. Furthermore, the telecommunications policies they issued translated the governance structure and fairness practice of each regulator, its performance, and the level to which it affects the development of the entire telecommunications sector it regulates.
