With the advent of the 80s of the 20th century, information technology develops with eachpassing day and begins to exert more and more significant impact on the world economy. As one of the backbones of information economy, the development of telecommunications industry has become a focus drawing universal attention. The telecommunications reform throughout the world provides an unprecedented development environment, almost all the developing nations have regarded telecommunications industry as a priority. Therefore, how to enhance the competitiveness of telecommunications industry has become an important task for the industrialists and researchers in telecommunication. The purpose of this thesis is to explore the reform and barriers to implement the WTO Agreement, which has both theoretical and realistic implication.This thesis mainly addresses three points:First, the reform of China telecommunications in regulation and industry restructuring.Second, the problems in implementing the WTO Agreement that China should abide by.Third, the requirement of the establishment of telecommunication law over strategies.The thesis is divided into six sections. The first section comes with the basic knowledge of telecommunication, of its concept, economic significance and characters. The second section gives a view of achievements and history of telecommunications development in China.
