A Theoretical And Empirical Study Of Modern Transportation Industry Development

Transportation industry is an important production department in national economy. Linking up social production, distribution, exchange and consumption, it guarantees the normal carrying-out and progress of economic activities. While great achievements have been made in Chinese transportation construction, some problems have been emerging along with its development. Currently, transportation industry has begun to explore new development models and the Ministry of Transport has set the mission for transportation industry—to transit from traditional industry to modern service industry. To promote this transformation is in essence to promote the development of modern transportation industry which is still in the phase of research and exploration. In this context, this dissertation centers on the research on the construction of modern transportation industry, including the implications and characteristics of modern transportation industry and the needs, objectives and ways of its development. The theoretical schemata of developing modern transportation industry have been constructed through this research. The major content and achievements of this dissertation is as follows:1) This dissertation studies the connotation, essential characteristics and components of modern transportation industry. It adopts literature research method and defines modern transportation industry as a production department which puts people first and is engaged in transporting goods and passengers with high degree of modernity and a department which directly provides relevant services. It points out that modern transportation industry is characterized by high-technology, emerging, high value-added and high quality and the industry involves such elements as the theory, technology, facilities and management of modern transportation. In brief, the basic concept system of modern transportation industry is constructed.2) This dissertation studies the needs of modern transportation development. Using literature research method and investigation method, it analyses the trend of modern transportation development at home and abroad, expounds the characteristics of transportation and social economy and also makes an empirical research on the characteristics of modern transportation development in Hubei Province in different phases as well as its demands. 3) It elaborates the guiding thoughts and basic principles of modern transportation industry development. By using scenario analysis, factor analysis and Delphi method, it studies the targets of modern transportation industry development and constructs its indicator system which consists of 2 order criteria layers,11 principles and 43 concrete indicators.4) It studies the methods to define the target value of modern transportation industry development. Taking the modern transportation development in Hubei Province as a research object, it makes a comprehensive use of the methods like model analysis, vertical and horizontal comparison, and expert consultancy and defines the target value of modern transportation development in 2015 and 2020. To 2015, the relationship of modern transportation and social and economic development will leap from "basic alleviation" to "overall adaptation", with an overall target index reaching 80%; to 2020, the relationship will leap from "overall adaptation" to "thorough adaptation", with an overall target index reaching 90%, basically realizing the target of modern transportation.5) It studies the prediction and assessment index system of modern transportation development. Using contrast analysis and AHP(analytical hierarchy process), it constructs an assessment model of modern transportation industry development based on hierarchy analysis--power function so as to determine the development value of the target years.6) It studies the paths and policies of modern transportation industry development. Adopting literature research method and possible satisfaction method, with a consideration of the targets of modern transportation industry development, it puts forward the key paths to build perfect passenger transport network system and policy measures to promote the idea of transportation service.To sum up, this dissertation has converted the concept of modern transportation from a slogan to a guiding theory. It provides a theoretical and practical guidance for promoting modern transportation industry development in China and constructing the modern transportation industry which adapts to the national politics, economy, society and natural environment.
