| The past decades have witnessed the implementation of the strategy for the construction of Shandong Peninsula Blue Economic Zone. In its speeding up process of developing into a modernized international city, Qingdao has achieved a further promotion in its position as a hub of national comprehensive communications and transportation. Evidences can be found in the communications and transportation development experience of many advanced cities around the world, that it is a must choice and the only way to construct a modern comprehensive transportation system when an economic society has evolved to a particular stage. Therefore to accelerate the construction of such a system in the city of Qingdao will not only be able to meet the increasing demand for passenger and goods transportation, but also conform to the requirements of the sustainable development of the city and give free rein to the comparative advantages of different modes of transport, realizing the unhindered connections between them. This total move will consequently be of great significance to improve the city's core competitiveness and stengthen the leading position of the City Complex of Shandong Peninsula.This thesis sets forth on comprehensive transportation theories and practices both at home and abroad, clarifying the concept and connotation of the terminology concerned in the first place. It makes a comparative analysis on the technical economic characteristics of various modes of transport, exposing their pros and cons respectively, through the aspects of delivery speed, transportation cost, labor productivity, energy consumption, initial outlay, environmental impact, etc. In the second place, it presents the current situation of the comprehensive transportation system of Qingdao, elaborating respectively on the development of its different modes of transport and the status quo and problems of the system. After that, proceeding from the factors influencing the city's requirements for transportation, the thesis makes a forecast about what the demand of various modes of transport for passenger and goods comprehensive transportation of Qingdao will be. Finally, the thesis proposes a development strategy for the comprehensive transportation system of Qingdao, i.e. an overall objective to be attained on the basis of the city's regional advantages, its now available system of transportation, the technical economic characteristics of different modes of transport and their comparative advantages. This strategic objective, according topmost priority to the development of waterway transport and railway transport, is so formulated to construct a modern comprehensive transportation system that is consummate in layout, coordinated in function, unhindered in connection, advanced in technology, effective in security and up to standard of being resourse-effient, cost-economized and service-first-rated. In attaining this objective, the regional advantages of Qingdao is to be fully brought to play, and a core project, the "two grand systems", needs to be accomplished:the intensive infrastructural facilities network and the efficient organization and guarantee service system. The former, on the three aspects of hubs, thoroughfares and networks, makes unified planning with all-round consideration for the connection, optimization and coordination of the infrastructural facilities of different modes of transport, while the latter accords guarantee to such aspects as the organization and coordination of the comprehensive transportation system, the investmet and financing system of the comprehensive transportation construction, the IT promotion in transportation service, etc. In due course, Qingdao will be made a modern comprehensive transportation hub with seaports as its core, radiating from which are highways, waterways, airways and railways. And it will then evolve into an international shipping center in Northeast Asia and the biggest entrepot of passenger and goods transportation in Shandong Peninsula, meeting the needs of economic society development and people's increasing demand for communications and transportation, thus improving the economic development of the one-hour-urban-circle in Qingdao district as well as that of the three-hour-urban-circle in the City Complex of Shandong Peninsula. Ultimately the capacity and position of the modernized international city will be effectively consolidated and promoted. |
