The Study On The Modern Highway Transportation Coal Logistic System For The Shanxi Coal Transportation Group

Due to the revocation of the government related administrative function, the Coal Transportation Group of Shanxi Province is undergoing the transformation from traditional enterprise group to the modern company systems. In order to obtain the core competence advantage and to avoid the chaos of current coal transportation system, the application of modern logistics management theory is an essential part of the reform to the coal transportation architecture. The thesis studied in depth of such applications with the intention to serve as the reference for the coal transportation and sales enterprises to develop innovative operating model.The research object of thesis is highway coal transportation business of the Coal Transportation Group of the Province. We analyzed the current status of the highway coal transportation business and the environment/background of the Group from the perspective of modern theories of logistics, and yielded an New Operating Model for the highway coal transportation operation. We then clarified the critical components of the system by analyzing the key elements of it. We proposed (1) the product-sales alliance, (2) the dynamic alliance and (3) multi-user contract-based delivery schema to address the Group and coal firms, transporters, consumers cooperation problems respectively. As the goal of construction of the modern highway transportation coal logistic systems concerned, we suggested a scientific collaboration among enterprises. Then the general operating model design of the system was proposed and the organization structure, operating mode and process were described in detail.The building of the highway coal information management system of the group was described in detail.In order to facilitate the Logistic Information Management and meet with the new technique and the new environment, the highway coal information management system of the group was reconstructed by applying J2EE architecture. We then adopted the close-circle administrative theory to adjust the existed admin methods. Finally, we gave the detail of the whole deployment strategy.
