Tianjin is a disorderly city in transportation management system , with the development of society in economy, the malpractice brought by the system become more and more obviously. The dissertation (paper) studied the inherence relationship between integrative transportation system and transportation business development, pointed out that productive relationship must adapt to the impersonality require of transportation productive power development. On the base of summarization of integrative transportation development disciplinary the dissertation suggested that the integrative transportation is impersonality disciplinary, and it is necessary trend to constitute integrative transportation management system to manage all transportation methods.Through the analyzing the actuality of the integrative transportation and the active transportation management system of Tianjin, The dissertation pointed out that scattered transportation management system is the magnitude factor which restrict the development of the integrative transportation management system. Apllying the experience of the other developed countries and megapolis for reference, combining the development characteristic of the transportation and the practicality of the active transportation management system, it is proposed that collectivity pattern of transportation management system should adopt the single integrative and consolidate management pattern in management principal part. By that, the dissertation put forward the setting principle, transition project and long term target of the integrative transportation institution, as well as the personnel collocation, management system running regulation and realization of the running system, moreover the dissertation put forward the concerned opinion and advice to constitute integrative transportation management system.
