The world has entered the knowledge economic times. Economic increase is no longer relying on the input of large number capital and labour, but rather to rely on technological innovation. This can be reflected in the list of the world TOP 500 enterprises recent years. Labor-intensive and capital-intensive enterprises have passed their prime, while technology-intensive enterprises are in large numbers in the list and become the dominant force in the era of economic globalization. Even the enterprises which generally belived as capiatal-intensive enterprises in the list, such as bank, retailers and automobile manufacturers, all take technological innovation as the core of their competency. It is difficult to imagine that Citigroup, HSBC not use internet and well-designed information management system, Wal-Mart left the highly information-based logistics system, General Motors and Toyota left their huge R&D team can survive. It can be said that the world renowned companies all take constant technological innovation as their core competency.Human capital theory has proved that human capital has a huge effect to economic growth. According to human capital theory, human resource is the most important resource of all resourcs in economic growth and the effect of human capital is larger than that of the physical capital. But the technological innovation talents haven't been separated from human capital in the human capital theory. It is the new growth theory that in the first time points technological innovation talents' desicive effect in economic growth. The new growth theory thinks knowledge and technological human capital as "the engine of economic growth". As input factors, knowledge and technological human capital have a "spillover effect". The knowledge investment to human capital will increase the national wealth, the level of entire society's technological innovation and labor productivity. The technological innovation talents are the sole carrier of technological innovation. So in the knowledge times, the main driving force of economic growth is technological innovation talents. In this context, designing suitable strategy of technological innovation talents is very important to a country's economic growth.It should learn technological innovation telents's characteristics first to design the strategy of technological innovation talents. Most of their chacteristics are same with ordinary technological talents, but they have their own unique place. Technological innovation talents are the most innovative talents in a group, mediocre work and simple duplication of labor is unable to meet their vigorous creativity. They would rather suffer a temporary low-wage and working in a little businesses, but they must own a fertile medium for their talents. Therefore, according to the theory of talent mobility, technological innovation talent can only be attracted by high-salaries temporarily. What they need most is external environment which be conducive to innovation and entrepreneurship, especially the environment allowing failure and encouraging innovation. Silicon Valley and other well-known high-tech park all have this character. So designing suitable strategy of technological innovation telents must think over their demand, not only rely on material benefits.Overview of the world's major developed countries' strategies of technological innovation talents, despite their different characteristics, they have same core ideas such as regulating talent's suppy-demand relationship by market, government guiding the direction of enterprise's technological innovation project actively and government providing great support to the technological innovation projects in their infancies. China's strategy of technological innovation talents started from the reform, forms in recent years and belongs to catch-up talent strategy. Although there is a gap between China's strategy of technological innovation talents and developed countries', this gap is caused by the China's historical development stage and is constantly shrinking.In order to set up a suitable technological innovation talent strategy, China government should pay more attention to build an appropriate atmosphere which be relied by technological innovation talents, pay emphasis on the co-operation of production and R&D, attract technological innovation talents though more channels, pay emphasis on management of technological innovsation talents, guide the enterprises updating their management philosophy actively, and create an environment which is conducive to the technological innovation talents show their talents.This article also conducted an investation and a questionnaire survey to the Changping Park of Zhongguancun high-tech park. On the basis of it, we research its strategy of technological innovation talents and the strategy's future direction.
