| Talents play a key role in economic growth, social development and scientific and technological progress. Human resource is the most important resource and talent is the fundamental element for economic and social development. Technical talent is the knowledge carrier, who masters scientific technologies. So how to allocate the technical talents and promote the talent flow rationally becomes an important factor for the sustainable economic growth. Research on the technical talent of Nanjing area will help create an environment in which people's talent can be given full play to. That will also help improve the efficiency of human resource allocation and raise the regional economic competence in Nanjing area.The technological talents are chosen as the research target in this paper. With the method of questionnaire, some key questions are analyzed about the technological talents indraught in Nanjing area. Then the key points are about this subject are summed up.On the basis of method of grey-related entropy, the characters of grey-related entropy and are researched. And the characters of non-negative, symmetrical, expansible, extremum are demonstrated. Finally, with the model of grey-related entropy, the technological talents indraught in Nanjing area is researched.On the basis of the manufacturing function of Cobb-Douglas, the economic contribution rate and the economic contribution degree model are established in this paper firstly. Then the contribution rate and degree of the technological talents in Nanjing area from 2001 to 2005 are scientifically and rationally evaluated and the social function and economic benefit of these talents are shown.After establishing the cost and income model for talent indraught, this paper emulates the model with systematic dynamics to work out the cost and income of technological talent in Nanjing area. The result turns out to be that the income is more than the cost. Then some suggestions are provided by this result.With the model of multi-purpose planning, the multi-purpose planning model for the government on technological talents is established. The optimized value of capital collocation with maximum profit for the technological talents is researched with the restrictions set by the government. The optimized scale and structural distribution system are given about the technological talents and the factor is demonstrated that the maximum social benefit can be achieved during the process of technological talents indraught in Nanjing area. |
