Research On The Layout Optimization Of State-owned Economy Based On The Efficiency Improvement

The state-owned economy is the foundation of constructing socialist harmonious society with Chinese Characteristics and innovative country. In the aspect of economic development, the state-owned economy plays a major, controlling and powerful leading role in the whole economy of China; in the aspect of social function, reforming and developing state-owned economy is the need of safeguarding political safety of the whole country and people's life safety , and also is the need of improving the life standard, promoting the ability of macro-economic control, providing better public products and services, protecting ecological environment, improving the controlling force of water resources, land and energy resources and paying taxes by rules. Therefore, it has important realistic meanings to study on the reform and development of state-owned economy.Firstly, this paper reviews relevant researches on the advance and retreat, layout of state-owned economy, data envelopment analysis and efficiency measurement, and then puts forward the innovation points.Secondly, this paper carries on evaluation and analysis of the state-owned enterprises' efficiency using the improved data envelopment analysis method. The input indexes of the evaluation analysis includes the yearly average remaining sum of current assets, the yearly average remaining sum of net fixed asset, the whole year average number of employees, the turnover rate of current assets; the output indexes includes the added value, the major business income, taxes and additional and total profit. This paper analyzes the operational efficiency of 37 state-owned enterprises supervised by State-owned Assets Supervision and Administration Commission in one city, and carries on the efficiency analysis of typical enterprises. Meanwhile, a dual analysis is performed in order to investigate the distribution situation of the important factors of state-owned enterprises.Thirdly, through the principal component analysis and the fuzzy pattern recognition method, this paper establishes the assessment indicators system for the advance and retreat of state-owned economy including such indicators as "independent innovation ability", "staff quality", "operating efficiency", "industrial responsibility" and "national security"; further this paper carries on the analysis through the principal component analysis method, and concludes that the lower the principal component score is, the bigger its possibility of corresponding state-owned capital's retreat is. According to the fuzzy pattern recognition method, the population distribution of 37 state-owned enterprises in this city is between rank 1 and rank 5.Finally, according to requirements of sustainable development, this paper exploringly researches on the layout optimization of economy using the dynamical optimization method, determines the layout optimization goal of state-owned economy, such as the general goal, the total amount target, the structural optimization goal, the property right's structure multiplication goal, the fixed assets investment goal, the technology innovation goal and so on. Further this paper proposes some measures on the accelerative retreat of state-owned enterprises and the improvement of the state-owned enterprises' competitiveness and operational efficiency, and then point out some active measures that the government should adopt.
