| Since the Reform and Opening, the distribution and structure of state-owned economy had changed a lot. Because of the. long battle line, the wide distribution and unreasonable structure, we took the early adjustment as granted. The reason why the economic problems still cannot be solved quickly is because the reform is in a stage where critical problems need to be addressed, and our knowledge about the distribution and adjustment theory of state-owned economy is not profound.The paper tries to reorganize the distribution and structure adjustment theory of state-owned economy, in which we hold that there're at least three aspects of problems. Firstly, the flaw of theory logic, which means the inconformity of premises hypothesis. In the paper, we consider that both government and the mass pursue private interests and abandon the prejudice that government and the mass keep different preference. Secondly, the current research mainly focuses on the privatization movement after the WWII, especially in the 1970s, and there's no long-term observation on the appearance, distribution, of state-owned economy. Thirdly, the current research introduces the reform experience of developed, developing or transitional countries separately, and there's no unified theory which can explain distribution and structure adjustment of the global state-owned economy.Based on the above sum-up, we did longer and research and more truthful description about the history of distribution and structure adjustment of state-owned economy, and strengthened observation on the expansion of state-owned economy. Based on new sum-up and analysis on the features of the distribution and structure adjustment of global state-owned economy, we promote that theory like "standardized industrialization" and "transposition of governmental funtion" should be explained. The conclusion of us is that the distribution of state-owned economy should be consistent with governmental functions. We also provide related suggestions. |
