Resource based city is an important part of China's cities,and it will undertake the task of basic natural resources and energy supply for the operation and development of national economy for a long time.However,it is facing problems such as the low utilization rate of resources,the limited degree of industrial optimization,the poor convergence and pertinence of optimization means,and the poor effect of regional coordinated development.Therefore,in order to optimize and upgrade the industrial value chain of resource-based cities,this paper studies the structure and regional coordination optimization of industrial value chain.First of all,based on the investigation of the current situation of the industrial development and transformation of resource-based cities,this paper analyzes key problems,causes of the problems,as well as the ideas and frameworks for solving the problems in operation process of industrial value chain,so as to clarify the reasons and theoretical support for the optimization from the internal structure of the system and the integration and coordination between the systems.Secondly,the grounded theory is used to cluster various means of industrial value chain structure optimization,and three kinds of systematic optimization modes are formed: the construction of circular economy system,the refinement and specialization of the main chains and the cultivation of multiple chains.Then,this paper discusses the characteristics of the three kinds of modes from the aspects of economic output,environmental improvement,social development and industrial structure adjustment.Thirdly,from the perspective of resource competition and cooperation,this paper discusses the problems of resource allocation in the process of promoting various modes.Then,a resource allocation optimization system model is established.Next,from the perspective of spatial heterogeneity,this paper summarizes the evolution characteristics and basic laws of regional coordination of industrial value chain,and studies the role of different elements of regional coordination from the perspective of ecology,and puts forward the method to test the status of optimization of regional coordination.The main conclusions are as follows:(1)There are scopes of the three structural optimization modes.The construction of circular economy system can promote industrial development and can improve environmental problems,therefore this mode is suitable for resource-based cities that need to improve the environment in the growth and maturity period.The refinement and specialization of the main chain can make the economy growth stably,therefore this mode is suitable for the cities in the mature period and with good industrial foundation.Although the cultivation of multiple chains has a weak economic effect,it is suitable for cities with good economic foundation and industrial endowment.(2)It is the best to allocate resources separately and centrally according to the three stages of "main chain-circular-multiple".In this mode,the comprehensive optimization effect will 41.22%?129.14% higher than allocate resources simply and decentralized or centralized allocation of resources to any specific structural optimization patterns.This is because the resource allocation mode improves the main problems of the latter four allocation modes.First,the distribution of resources in three types of structural optimization mode will cause serious environmental problems.Second,concentrating resources in the construction of circular economy system has no obvious contribution to the diversity and long-term sustainability of the industrial value chain.Third,concentrating resources in the refinement and specialization of the main chains will squeezed out the non-resource based industries.Fourth,concentrating resources in the the cultivation of multiple chains is not conducive to the comprehensive development of cities in the short term.(3)The key path to realize the regional coordinated optimization of industrial value chain in resource-based cities is to promote the coordinated development and infrastructure construction of industries through coordinated governance of environment.Due to the coordinated cooperation of products and energy,the effect in industrial coordinated development is the most obvious while the effect of industrial value chain transformation is relatively limited.According to the test results of multiple paths,the reason is that there is no positive feedback effect among the three aspects of regional coordinated optimization.The best effect can be achieved by promoting the coordinated optimization of the other two aspects through environmental coordinated governance.The main innovations of this paper are as follows.(1)Put forward three kinds of structure optimization modes of industrial value chain in resource-based cities.These three models are systematic,specific in content and operable in application,which break through the problems of simple structure and singleness of existing modes.(2)Constructs the resource allocation optimization system model of the industrial value chain of resource-based cities,and carries out simulation based on the model,then finds out the phased resource allocation strategy that should be adopted to realize the optimization.The model can be used for the simulation and comparison of the optimization status under different resource allocation in the future 10 ? 15 years,so as to assist relevant planning and decision-making.(3)Puts forward the basic path of regional coordinated optimization of resource-based cities' industrial value chain,and finds the weak links and possible promotion direction of each path,which can provide reference for better regional coordinated development of resource-based cities in the future.
