On Trade Associations Function

As an important supplement to governmental function and state power, trade association function has a great realistic significance. As the major carriers of modern national economic governance, the effective development of trade association will accelerate the shift of a means of allocation of social resources from a single pole pattern of governance of traditional "market" or " state" to a ternary mode of "market regulation -guild regulation - state intervention". Thereby the cost of allocation of capital resources could be reduced and the method of state economic governance could be optimized.The basic function of trade association is to safeguard and coordinate the interest of particular social groups to realize a self-management and self-service of specific social groups. Through an analysis of various guild function in theory in combination with the development of the environment of international economy, These are extracted characteristics of trade, voluntary, self-discipline, non-government, non-profit-making of trade association in this paper, and thus proposes its modern function system. Trade association function is mainly divided into two major categories as services and coordination. This paper, after analyzing the advanced experiences of trade association in Western developed countries and the history of development of trade association in our country, believes that adjustment is the essence of trade association function. And, the adjusting function of trade association includes general characteristics of trade self- discipline function, macroscopic character function, etc. Combined with the development of modern social economy and the tide of economic globalization, trade association function in the epoch progress has developed its function of anti-dumping, protecting domestic market and helping enterprises to open up global market. Adjusting function is the innate character of trade association function. It is closely linked with guild adjustment as one is a course, and another is a result.The channel to implement trade association functions inevitably go through two closely linked logical process of information and coordination. Information process includes information thorough learning, selection, analysis and recommendations. This process may examine the most appropriate decision made on the overall development of the trade on the conditions of all relevant backgrounds. The coordination process is that trade association realizes its adjusting function on the economic life under a correct policy-making premise through coordinating relations between guild members, guild and guild and guild and government. Rights of adjustment is the basis of achieving trade association function. It includes internal adjusting rights (known as rights of trade association autonomy) and external adjusting rights (known as rights of advice). The author of this paper demonstrates that adjustment is the essence of various trade association function by using the method of analysis of "three-thirds theory" from the Economic Law, and emphasizes the process and basis of implementation of trade association function with the theoretic support.At the end, recommendation on improving the implementation of rules and regulations of trade association function is made in this paper. Based upon the functional point of view, this paper proposes to strengthen the mechanism building, guild readjustment, organizational structure improvement, talent training system building and legal system improvement of trade association in China.
