Urban poverty, noticeable phenomena in China in its development transition, impacts the economic development and social stability. The focus of the poverty study has also shifted from countryside to urban. In this dissertation, the author tries to study urban poverty and anti-poverty with the perspective of globalization, economics, sociology and geography, analyses the mechanism and characteristic of urban poverty in Shanghai, so as to offer new perspectives for urban anti-poverty policy.This dissertation is a case study of Shanghai on urban poverty and anti-poverty policy, which is done on the basis of statistic and residential community survey. It starts with the conceptual explanation of the urban poverty and anti-poverty, and review of the related studies in China and abroad, then on the basis of statistic data and residential community survey, it describes the current situation, structure characteristic, and analyses the mechanism and spatial distribution of urban poverty, and continue to discuss the anti-poverty policy for Shanghai and its effect.Chapter one Introduction will explain the study background for this dissertation, and its practical and theoretical significance. The urban poverty came into being in Shanghai quite early in China, hence the case study of Shanghai and possible policy for anti-poverty is not only practical in Shanghai but in China. It also generates the research target, design and methods.Chapter two is the theoretical review of the urban poverty and anti-poverty, including the theories of concepts of urban poverty, its characters, and theories of anti-poverty and its policy from other countries.Chapter three is the analysis and evaluation of the urban poverty problem and anti-poverty policy. The focus of this chapter is the scale, character and causes of urban poverty in China, its anti-poverty policy and its effect, and the challenges for urban anti-poverty.Chapter four is the research on current situation and structural character of urban poor people in Shanghai. The chapter focus is its scale, structural character, macro and micro causes and its economic and social impacts.Chapter five is the spatial distribution and principal of urban poor people in Shanghai. It maps the landscape of spatial distribution of poor people in Shanghai and its character, causing mechanism.Chapter six is the analysis and evaluation of the Shanghai urban anti-poverty policy. It reviews the social relief and poverty assistance system in Shanghai, and evaluate the effects of the anti-poverty policies in Shanghai of minimum living security, security classification, social relief and employment.Chapter seven ends the dissertation with some decision suggestion for urban anti-policy countermeasures and policies in Shanghai.Chapter eight is the conclusion. The chapter will conclude the theoretical achievements and discuss some relevant issues and the direction in which further study will be carried on.This dissertation attempts to have some innovation in the following aspects:1. Theoretical innovation. This dissertation studies the Chinese urban poverty in the context of globalization, so as to break the limits of domestic considering. It proposes a cause-effect model to analyse the urban poverty problem in Shanghai, combing the macro institutional factors with the micro individual factors.2. Methodological innovation: Technology of GIS is used to structure the poor population density in Shanghai center urban areas.3. Application innovation: as a case study on the basis of theoretical analysis, the dissertation analyses the effect of Shanghai anti-poverty policies, and proposes a systematic framework for urban anti-poverty and countermeasures for Shanghai.
